August 12, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance: Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chal Ragsdale, Mark Herrmann.

Lisa Thornton motioned to add Ordinance 394 and PZD Walnut Springs sewer cost share to the agenda, Rebecca Lawson 2nd motion. Passed 8-0

Announcements/Comments- N/A

Rebecca Lawson motioned to approve July 2024 minutes, Travis Whisenhunt 2nd motion. Passed 7-1

Rebecca Lawson motioned to approve July 2024 treasurer’s report, Mark Herrmann 2nd motion. Passed 8-0

Court & Police Report-Chief gave report. Officer Steve Ridenoure started on July 22nd and is currently assigned to the night shift.

Code Enforcement Report- Larry Norman gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report:

Parks Committee- Mark Herrmann gave update about the parks grant. The Parks grant would be used for a possible covered building with restrooms and storage. Mark Herrmann mentioned that the city would need to advertise for RFQ from a firm to do a Master plan.

Upon discussion with the council, the council decided to wait until next year to apply for the grant.

Policy Committee- Chal Ragsdale gave an update about the policy committee. Chal Ragsdale recommended that we have a process for choosing others to join the committee. Chal Ragsdale mentioned that Recorder/Recorder Misty McCard agreed to oversee the decision-making process in the policies that are brought about. City emails for everyone, council orientation.

Unfinished Business:

Update on Wastewater System Rehabilitation Project- Mayor Renfrow gave update.

Ordinance -389-Tax Levy-

Rebecca Lawson motioned to place Ordinance 389 on the 2nd reading by title only, Lisa Thornton 2nd motion. Rebecca Lawson motioned to approve the 2nd reading of Ordinance 389 by title only, Lisa Thornton 2nd motion.

Lisa Thornton motioned to suspend the rules and place Ordinance 389 on the 3rd and final reading by title only, Rebecca Lawson 2nd motion.
