February 14, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Rebecca Lawson, Chal Ragsdale, Jim Renfrow, Lisa Thornton, and Jermaine Petty. Larry Forrester-absent

Comments- Mayor Groom gave a Proclamation for Dave and Bobbie Karnes honoring their 70th Wedding Anniversary.

Jim Renfrow motioned to approve January minutes, Rebecca Lawson 2nd motion. Passed 7-0

Lisa Thornton motioned to approve January’s treasurer report, Jim Renfrow 2nd motion. Passed 7-0

Court & Police Report-Chief Ricker gave report. Chief Ricker introduced Craig Stout as new Police Chief and introduced Katelyn Griffin as our new officer. Craig Stout will be sworn in as Greenland Police Chief February 15, 2022 at City Hall.

Building Inspector Report- Troy Enochs gave report. Discussion regarding 391 S. Napier Ave building setbacks. Attorney Hogue recommends the citizen to apply for a variance to the planning commission.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-none

Unfinished Business:

Update on Wastewater System Rehabilitation Project- Nick Batker with McClelland Consulting Engineering gave update. Status update in the packet.

Treasurer Retirement Information-Diane Reed motioned to approve, Rebecca Lawson 2nd motion passed 6-1 abstained

Future Land Use Map Ordinance 358- Rebecca Lawson made a motion to read Ordinance 358 by title only, Diane Reed 2nd motion. Passed 7-0
Lisa Thornton motioned to approve the 1st reading of Ordinance 358, Rebecca Lawson 2nd motion. Passed 7-0

Competitive Bidding Ordinance 357-tabled for March meeting

New Business:

Resolution 02-14-2022A Amend 2021 Budget- Rebecca Lawson motioned to approve 02-14-2022A, Jim Renfrow 2nd motion. Passed 7-0

West Fork MOU- Rebecca Lawson asked about funding another full time officer overnight for Greenland.
Council plans to discuss about adding a new overnight Officer at the next meeting. Jim Renfrow motioned to sign MOU, Rebecca Lawson 2nd motion passed 7-0

Resolution 02-14-2022B Pistol Award-Lisa Thornton motioned to read the entire 2-14-2022B, Rebecca Lawson 2nd motion. Rebecca Lawson motioned to approve 2-14-2022B, Jim Renfrow 2nd motion. Passed 7-0

Resolution 02-14-2022C Patrol Rifle Purchase- Rebecca Lawson motion to read 2-14-2022C by title only, Jim Renfrow 2nd motion. Rebecca Lawson motioned to approve 2-14-2022C, Jim Renfrow 2nd motion Passed 7-0

SGT Position-Chief Ricker would like to create a Sergeant’s position and raise the sergeant salary to $50,000.
Rebecca Lawson motioned to approve the Sergeant and salary position, Jim Renfrow 2nd motion. Passed 7-0

Announcements-Spring clean up discussion
