January 13, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout, City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chal Ragsdale, Carly Farinella

 

Lisa Thornton motioned to move the appointment of new council members up on the agenda, add Resolution 1-13-2025B under new business and move the Ozark ready mix to comments, Rebecca Lawson 2nd motion. Passed 7-0

 

Rebecca Lawson motioned to appoint Carly Farinella as a council member to Ward 4 Position 1, Lisa Thornton 2nd motion. Passed 7-0

Mark Herrmann stepped down from Ward 4 Position 1.

 

Announcements/Comments- Mayor Renfrow swore in all council members.

Lisa Thornton wanted to thank the City of Greenland Street department for clearing all the snow on Horn St.

 

Wayne Mays with Heartland Advanced Medical Manufacturing Regional Cluster spoke about the HAMMRC program.

 

Rebecca Lawson motioned to approve December 2024 minutes, Travis Whisenhunt 2nd motion. Passed 8-0

 

Lisa Thornton motioned to approve December 2024 treasurer’s report, Rebecca Lawson 2nd motion. Passed 8-0

 

Court & Police Report-Chief Stout gave report.

 

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

 

Planning Commission Report- Brenda Reynolds gave report.

 

Committee Report:

Parks Committee- N/A

Policy Committee- N/A

 

Unfinished Business

 

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave update.  No one from McClelland Engineering was present.

 

Resolution 10-14-2024A- Condemnation Hearing 73 North Diane-   Code enforcement officer Larry Norman stated that the lot had been cleaned up, the trash has been removed, and the residence is secured. Chal Ragsdale moved to rescind the condemnation, Travis Whisenhunt 2nd motion. Passed 8-0

 

Resolution 1-13-2025A- 2025 Budget-

Rebecca Lawson motioned to approve Resolution 1-13-2025A, Diane Reed 2nd motion. Passed 8-0

 

New Business:

2023 Audit- Council was presented 2023 audit results in packet.

Sweetser Rezoning- Lisa Thornton motioned to approve the zone as a PZD, Diane Reed 2nd motion. Passed 7-0

 

Ordinance 396- Martin Subdivision Rezoning-

Lisa Thornton motioned to place Ordinance 396 on the 1st reading by title only, Bill Yoes 2nd motion. Lisa motioned to approve the 1st reading of Ordinance 396 by title only, Bill Yoes 2nd motion.

Lisa Thornton motioned to place Ordinance 396 on the 2nd reading by title only, Bill Yoes 2nd motion.

Lisa Thornton motioned to suspend the rules and place Ordinance 396 on the 3rd and final reading by title only, Bill Yoes 2nd motion.

Jermaine Petty-yes, Lisa Thornton-yes, Bill Yoes-yes, Diane Reed-yes, Travis Whisenhunt-yes, Chal Ragsdale-yes, Carly Farinella- yes

Lisa Thornton motioned to approve the 3rd and final reading of Ordinance 396, Jermaine Petty 2nd motion. Passed 7-0

 

Resolution 1-13-2025B-

Lisa Thornton motioned to read Resolution 1-13-2025B, Bill Yoes 2nd motion.

Lisa Thornton motioned to approve Resolution 1-13-2025B, Bill Yoes 2nd motion. Passed 7-0

Tree Removal Bids-

Lisa Thornton motioned to approve up to $6500 for tree removal and contingent upon the approval of conservation approval, Chal Ragsdale 2nd motion. Passed 5-2

 

Lisa Thornton made a motion to adjourn, Travis Whisenhunt 2nd motion. Passed 7-0

 

Adjourn at 7:17pm
