October 14, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Mark Herrmann, Chal Ragsdale. Mark Herrmann- absent.

 

Announcements/Comments-

Rebecca Lawson motioned to approve September 2024 minutes, Travis Whisenhunt 2^nd motion.  Passed 7-0

Rebecca Lawson motioned to approve September 2024 treasurer’s report, Travis Whisenhunt  2^nd motion. Passed 7-0

Court & Police Report-Chief gave report.

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

Planning Commission Report- Dan Cypert gave report.

 

Committee Report:

Parks Committee- A poll will be added to the city website to help with naming the river park located off of Hwy 71.

Policy Committee- Chal Ragsdale discussed that the planning commission mentioned creating a policy to help with business violations.

 

Unfinished Business

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave update.

Orr Construction is staging the materials around the city to begin the sewer construction.

Discussion on ways to let the citizens know about the election ballot issue on the increase in sales tax.

 

Resolution 10-14-2024A-Condemnation Hearing 73 North Diane-

Lisa Thornton motioned to read Resolution 10-14-2024A by title only, Chal Ragsdale 2nd motion.

Rebecca Lawson motioned to approve Resolution 10-14-2024A, Chal Ragsdale 2nd motion. Passed 7-0

 

Ordinance 394- Adoption of New Zoning Map-

Rebecca Lawson motioned to read and place Ordinance 394 on the 3rd reading by title only, Travis Whisenhunt 2nd motion. Rebecca Lawson motioned to approve the 3rd reading of Ordinance 394 by title only, Lisa Thornton 2nd motion Passed 7-0

 

New Business:

Resolution 10-14-2024B- Tax Levy- Rebecca Lawson motioned to read Resolution 10-14-2024B by title only, Travis Whisenhunt 2nd motion. Rebecca Lawson motioned to approve Resolution 10-14-2024B, Travis Whisenhunt 2nd motion. Passed 7-0

Resolution 10-14-2024C- Condemnation on 14 E Rush St- Lisa Thornton motioned to read Resolution 10-14-2024C by title only, Chal Ragsdale 2nd motion.

Rebecca Lawson motioned to approve Resolution 10-14-2024C, Lisa Thornton 2nd motion. Passed 7-0

November Council Meeting Date- Rebecca Lawson motioned to move the Nov 11, 2024 meeting on November 12, 2024 due to Veteran’s day. Council will make a decision on whether or not to have the 2nd November meeting at the November 12th meeting.

 

Rebecca Lawson made a motion to adjourn,  Jermaine Petty 2^nd motion. Passed 7-0
