September 9, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance: Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Mark Herrmann. Chalon Ragsdale-absent

Rebecca Lawson motioned to move the Stephen Davis Variance to the Announcements/Comments, Diane Reed 2nd motion. Passed 7-0

Announcements/Comments-

Stephen Davis’s attorney gave the variance request report. Stephen Davis stated that there will not be an apartment building inside this structure.

Travis Whisenhunt motioned to withdraw the building stop order for Stephen Davis’s building construction since work started while in the county, Mark Herrmann 2nd motion. Passed 6-0

Lisa Thornton motioned to approve August 2024 minutes, Travis Whisenhunt 2nd motion. Passed 7-0

Lisa Thornton motioned to approve August 2024 treasurer’s report, Jermaine Petty 2nd motion. Passed 6-1

Court & Police Report-Chief gave report.

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report:

Parks Committee- Mark Herrmann gave parks update. The city is still looking for a name for the 50-acre park.

Policy Committee- N/A

Unfinished Business:

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave update. Mayor Renfrow is working with Orr Construction on the exact date of sewer construction to

start. Rebecca Lawson asked about making citizens aware of the upcoming election on the sewer tax levy.

Ordinance 394- Adoption of New Zoning Map-

Lisa Thornton motioned to read and place Ordinance 394 on the 2nd reading by title only, Jermaine 2nd motion.

Lisa Thornton motioned to approve the 2nd reading of Ordinance 394 by title only, Bill Yoes 2nd motion Passed 7-0

PZD Walnut Springs sewer upgrade– Council decided to waive wastewater impact fees to help with the Walnut Springs sewer upgrade.

Truck Route Discussion– Council discussed updating the truck route ordinance.

New Business:

Administrative Assistant Position– Lisa Thornton motioned to approve Chris Smith-Administrative assistant to a full-time employee, Rebecca Lawson 2nd motion. Passed 7-0

Street Repairs– Rebecca Lawson motioned to accept Backus Concrete to do the street repair on Ross Street, Lisa Thornton 2nd motion. Passed7-0

Rebecca Lawson made a motion to adjourn, Lisa Thornton 2nd motion. Passed 7-0
