Planning Commission Meeting

Monday, March 3rd, 2025, 6:00 PM

Greenland Community Center

170 North Letitia

Members Present: Charlotte Carnes, Hunter Collins, Brenda Reynolds and Bill Yoes

Meeting called to order at 6:00 PM.

  1. Public Hearing: Drake Landing between N Letitia Avenue and N Allen St, PZD
    1. Blake Murray with Crafton Tull presenting. The original zoning request was for R-3 zoning. The public did not want to allow the density nor the ability to build apartments. The request was heard and the PZD was the consensus. The entire property consists of 72.81 acres with 59.66 acres of buildable area with 13.15 acres of green space and unbuildable area. The density of the development will not exceed 4.5 units/acre over the entire site. The residential portion (59.66 acres) is 4.75 units/acre. The development is connecting to Letitia and N Allen Street at Highway 71. Single family housing with minimum 60’ width and minimum 6,000 square foot lot. Adequate water and sewers exist for the proposed development. This development would loop the water, a net benefit to the city for redundancy. The development will consist of 3 phases.
    2. Jerusha Hanlin – Has the engineer already reviewed these plans and the existing floodplain? Chair answered, yes, we have had a preliminary meeting with the developer and city staff to ensure the code is being met. Ms. Hanlin also asked if 3,000 square foot homes would be built here? The applicant explained there is space for 3,000 square foot homes but that is theoretical. Ms. Hanlin asked if these homes would be around $300,000. The question was raised regarding parking. She was advised that parking will only be allowed on one side of the street and that will be enforced through covenants.
    3. Randall Baker. He raised concerns regarding the runoff from the site. He said the water gets out of its banks in the southeastern portion of this site. He believes these lots are too small. Chair advised that the lots are appropriately sized for the cost of land in order to build a nicer home.
    4. Chris – Cox communications. He has seen neighborhoods on zero lot lines go to rentals immediately. He does not feel that Greenland should be a place where we have tiny lots to house the people from the bigger city. Mayor advised that developers do their research and build what people want to buy in designated areas. This research has been done for this development.
    5. Gavin Smith. His property is the house at the entrance near N. Allen Street. He claims there is not enough space to put a 70’ right of way. He is asking if the engineers at McClellan have seen the plans for the water main and coordinated with this development for the right of way. Is this PZD going to be voting on the entrance to N Allen St? Chair advised no. Those are construction level plans and voting tonight will only be regarding the PZD guidelines. Can a 20-foot access easement be granted on the rear lots along the wetlands area? This is something that can be worked with the developer on going forward.
    6. Russell Flat – The 2021 FLUM there is a proposed collector street that goes to the interstate. Char advised the intent has been met with the 70’ RW from Letitia to the interstate. He asked if they would increase the runoff to their property. Mr. Collins advised the post development flows would be less than the pre-development flows.
    7. Pam Flat – She asked if she could tie in her driveway into the northeastern alleyway. Mr. Murray said yes, a tie in could be available.
    8. Rob Robbins – Do we know what we are going to do about where the traffic is going? Mr. Murray advised the traffic study to be submitted with preliminary plat. A third party is completing the traffic study. Is there a way to get the kids across the highway to the school? There is a separate study that showed routing for walking and biking down Letitia to the school.
    9. Multiple citizens are asking if the wetlands will be preserved. That will be dealt with at construction plan level.
    10. Brandon Wise – Do they have any restrictions on rentals? Chair explained these are single family homes that are to be sold. It is not legal for the planning to keep someone from renting their own home. Is there any way to get the City Attorney to answer questions regarding restrictions for the PZD? Chair explained that the City Attorney will be at the Council Meeting on Monday, March 10, 2025 at 6:00 PM.
    11. Closed Public Hearing 8:07 PM.

 

  1. Drake Landing between N Letitia Avenue and N Allen St, PZD
    1. No planning comments.
    2. No public comments.

Collins recused himself.

Mr. Yoes motioned to pass on to City Council with reservations for a later date. Carnes seconded. 3-0 passed to City Council.

  1. Public Comments
    1. Joshua Caldwell. Mr. Fraley has a quitclaim deed that was originally sold to his brother. After his passing, Mr. Fraley reserved the quitclaim deed and is now requesting a lot line adjustment to sell to Mr. Caldwell. Mr. Caldwell will purchase the property and then request a rezone from C-2 to R-E. The lot line adjustment and rezone will be heard at the same meeting.
    2. Jerusha – the public would like to request the 100’ buffer, if possible, from the green space area. If we could ask for above the minimum for development from EPA standards legally, we should do so.

Carnes motioned to adjourn. Collins seconded. Meeting adjourned at 8:18 PM.
