April 14, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Diane Reed,Travis Whisenhunt, Carly Farinella

Absent- Chal Ragsdale, Lisa Thornton, Bill Yoes

Announcements/Comments- Ordinance 398- Drake Landing PZD is being tabled.

Diane Reed motioned to approve March 2025 minutes, Jermaine Petty 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve March treasurer’s report, Travis Whisenhunt 2nd motion Passed 5-0

Court & Police Report-Chief Stout gave report.

Code Enforcement Report/Building Inspector Report-. Larry Norman gave report.

Diane Reed asked for an update on the industrial businesses that are not in compliance. Design pattern standards discussion on new businesses.

Planning Commission Report- Brenda Reynolds gave report. Drake Landing PZD was approved in the planning minutes.

Committee Report:

Parks Committee- Mayor Renfrow and Chris Smith have been working with Grant Match on getting the Parks Grant submitted. Mayor Renfrow asked if any council member would like to be on the parks committee.

Policy Committee- N/A

Unfinished Business

Update on Wastewater System Rehabilitation Project– Trent Williams was present to give an update on the sewer upgrade.

IT Upgrade- table to the next meeting

Resolution 3-10-2025A- Condemnation of 395 Parker-  Rebecca Lawson motioned to read Resolution 3-10-2025A by title only, Jermaine Petty 2nd motion. Rebecca Lawson  motioned to approve Resolution 3-10-2025A, Jermaine Petty 2nd motion.  Passed 5-0

Ordinance 397- Fire Department Key Boxes- Travis Whisenhunt motioned to suspend the rules and place on the 2nd reading by title only, Carly Farinella 2nd motion. Travis Whisenhunt motioned to approve Ordinance 397, Diane Reed 2nd motion.

Ordinance 398- Drake Landing PZD- Diane Reed motioned to table Ordinance 398, Travis Whisenhunt 2nd motion. Passed 5-0

New Business:

Ordinance 399-Stormwater Ordinance- Rebecca Lawson motioned to place Ordinance 399 on the 1st reading by title only, Jermaine Petty 2nd motion. Rebecca Lawson motioned to approve Ordinance 399 by title only, Jermaine Petty 2nd motion.

Diane Reed made a motion to adjourn, Carly Farinella 2nd motion. Passed 5-0
