Minutes of the Greenland City Council August 14, 2017

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes, Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Thornton, 2nd by Forrester to approve the July’s council minutes. Motion passes 8-0.

Motion by Thornton, 2nd by Reed to approve the July’s treasurer's report. Motion passes 8-0.

Brenda Reynolds presented the planning commission report. Motion by Reed to move forward with
public meeting for LKQ and industrial zone rezoning as presented by the planning commission. Motion
passes 8-0.

No building inspector activity.

Chief Ricker presented the court and police report.

Committee Meetings: Chief Ricker presented the Parks and Recreation committee report. The city is
applying for grant. Motion by Thornton, 2 nd by Dutton to read resolution 08-14- 2017A by title only.
Motion passes 8-0. Chief Ricker read it. Motion by Dutton, 2 nd by Thornton to approve resolution #08-14-
2017A. Motion passes 8-0.

Ordinance #324 Amending Business License: 2nd reading: Motion by Thornton, 2nd by Bryant to place
ordinance #324 on second reading by title only. Motion passes 8-0. Mr. Wright read it. After discussion
about the wording in the ordinance, motion by Thornton, 2nd by Center to approve the second reading
of ordinance #324. Motion passes 7-1 with Reed opposing.

Sewer Bond update: Deadline for bids from the banks is August 25 th .
Reynolds Property update: Still moving along, hearing by the county is September 7.
Culver Property update: 47 acre possible to develop into a park. Several groups are interested in helping
the city financially acquire this property. ADEQ will test the land.

Alcohol issue update: Council will review planning’s suggestions to address at next meeting.
The mayor announced we had received a $5,400 grant from Boston Mountain for a new trailer and
totes.

Ordinance #325: Impact Fees: Motion by Thornton, 2nd by Reed to place ordinance #325 on the first reading by title only. Motion carries 8-0. Mr. Wright read. Motion by Thornton, 2nd by Dutton to accept the first reading on ordinance #325. Motion passes 8-0. Motion by Thornton, 2nd by Dutton to suspend the rules and place ordinance #325 on the second reading by title only. Roll Call: DUTTON  Y,  REED Y,  CENTER Y, LINDABURY  Y, FORRESTER Y,  YOES Y,  THORNTON Y,  BRYANT Y.  MOTION CARRIES 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Dutton to accept the second reading of ordinance #325 by title only. Motion carries 8-0. .Motion passes 8-0. Motion by Thornton, 2nd by Dutton to suspend the rules and place ordinance #325 on the third and final reading by title only. Roll Call: DUTTON  Y,  REED Y,  CENTER Y, LINDABURY  Y, FORRESTER Y,  YOES Y,  THORNTON Y,  BRYANT  Y.  MOTION CARRIES 8-0. Mr. Wright read it. Motion  by Thornton, 2nd by Dutton to accept ordinance #325 by title only. Motion passes 8-0.

Resolution #08-14-2017B MOU with NWA Regional Planning. Motion by Thornton,  2nd by Dutton to read resolution 08-14-2017B by title only. Motion passes 8-0. Mr. Wright read it. Motion by Thornton, 2nd by Dutton to approve resolution #08-14-2017B. Motion passes 6-2 with Reed and Yoes opposing.

Motion to adjourn ay 7:19 by Dutton, 2nd by Bryant. Motion passes 8-0.
