December 9, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

 

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chal Ragsdale, Mark Herrmann

 

Announcements/Comments- 

 

Rebecca Lawson motioned to approve November minutes, Mark Herrmann 2nd motion. Passed 5-0

 

Lisa Thornton motioned to approve November 2024 treasurer’s report, Rebecca Lawson 2nd motion. Passed 8-0

 

Court & Police Report-Chief Stout gave report – The shop with a cop account is closed and the donations will be given to the Greenland School District Police Department due to the auditor’s recommendation. Chief Stout presented the 2025 GPD Vehicle Proposal- Chal Ragsdale motioned to approve the purchase of the next police unit through Superior Auto Group, Rebecca Lawson 2nd motion. Passed 7-1

 

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

 

Planning Commission Report- Brenda Reynolds gave report. Lisa Thornton motioned to for any business operating under a Temporary Occupancy to comply with code within 3 months from date of notice or they will lose their business license, Chal Ragsdale 2nd motion. Passed 8-0

 

Committee Report:

 

Parks Committee- Park Grant was submitted for a $750,000 grant for the park. A Grant Match meeting is scheduled to help the city with writing grant applications for the city. Mayor Renfrow mentioned the park name votes to the city council and asked council to review the park names.

 

Policy Committee- Chal Ragsdale mentioned getting with Misty McCard about the policies currently in place and going over them together.

 

Unfinished Business

 

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave update.

 

Resolution 10-14-2024A- Condemnation Hearing 73 North Diane- Rebecca Lawson motioned to postpone the condemnation resolution until January 13, 2025 meeting with the condition that the code enforcement officer sends a letter with a list of specific violations to the property owner that needs to addressed before January 13, 2025 city council meeting, Travis Whisenhunt 2nd motion. Passed 8-0

 

Cell Towers- Dr. Martin and council discussed the cell towers and there was no decision made at this time.

 

New Business:

 

Ordinance 395- Authorization to Withdraw from Interlocal Library Agreement-

Rebecca Lawson motioned to place Ordinance 395 by title only, Lisa Thornton 2nd motion.

Rebecca Lawson motioned to deny Ordinance 395, Lisa Thornton 2nd motion.

Passed 8-0

Discussion regarding alternatives for the library space and well as moving the library to the street department building. The city will get bids for the new street department building.

 

Resolution 12-9-2024-2025 Budget- Lisa Thornton motioned to table the budget until the January meeting, Rebecca Lawson 2nd motion. Passed 8-0

 

Lisa Thornton made a motion to adjourn Rebecca Lawson 2nd motion. Passed 8-0

 

Adjourn at 7:53pm
