December 8, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout, City Attorney David Hogue, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Diane Reed, Travis Whisenhunt, Chal Ragsdale, Carly Farinella.    Bill Yoes, -absent

Announcements/Comments- A citizen raised concerns regarding the cleanup of storm damage along the creek near Partridge. Citizen Morgan Dooley asked for clarification on the Planning Ordinance as well as the process of replacing a resigned council member. Dooley also mentioned the city having a low-cost microchip clinic for animals.

Travis Whisenhunt motioned to approve November 2025 minutes, Chal Ragsdale 2nd motion. Passed 6-1

Lisa Thornton motioned to approve November 2025 treasurer’s report, Rebecca Lawson 2nd motion. Passed 7-0

Court & Police Report-Chief Stout gave November’s police report. Chief Stout informed the Council that the City’s application for the COPS grant was denied. The Greenland Police Department will be assisting with the West Fork and Greenland School “Shop with a Cop” events.

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

Planning Commission Report-Brenda Reynolds gave the planning report.

Committee Report:

Parks Committee- Carly Farinella is working with the Land Trust to have disc golf at the park. Discussion regarding the potential for a dog park within Gate Way Park. Gate Way Park is the name that has been listed on the park grants.

Policy Committee- N/A

Unfinished Business

Update on Wastewater System Rehabilitation Project– Mayor Renfrow gave an update on the sewer.

Business License- Discussion on the Business License. Mayor Renfrow announced that anyone can send recommendations on the Business License process. City Attorney, David Hogue, stated that a new Ordinance would need to be adopted in order to change the process of how we issue business licenses.

Ordinance 406-Title 6 Animals and Fowl Upgrade

Lisa Thornton motioned to place Ordinance 406 on the 3rd reading by title only, Rebecca Lawson 2nd motion. Lisa Thornton motioned to approve the 3rd reading of Ordinance 406, Rebecca Lawson 2nd motion. Passed 7-0

Ordinance 407-Cowan Rezone- Rebecca Lawson motioned to place Ordinance 407on the 2nd reading by title only, Lisa Thornton 2nd motion. Lisa Thornton motioned to approve, Rebecca Lawson 2nd motion. Passed 7-0

Rebecca Lawson motioned to place Ordinance 407 on the 3rd reading by title only and suspend the rules, Lisa 2nd motion. Lisa Thornton motioned to approve the 3rd reading on Ordinance 407, Rebecca Lawson 2nd motion.

New Business: 

Resolution 12-08-2025A- 2026 Budget- Rebecca motioned to read Resolution 12-08-2025A by title only, Lisa Thornton 2nd motion. Lisa Thornton motioned to approve Resolution 12-08-2025A by title only, 2nd motion. Passed 6-1

Resolution 12-08-2025B-Boston Mountain Grant- Lisa Thornton motioned to read Resolution 12-08-2025B by title only, Rebecca Lawson 2nd motion. Lisa Thornton motioned to approve Resolution 12-08-2025B by title only. Passed 7-0

Resolution 12-08-2025C- AI Policy- Rebecca Lawson motioned to read Resolution 12-08-2025C by title only, Lisa Thornton 2nd motion. Rebecca Lawson made a motion to approve Resolution 12-08-2025C by title only, Lisa Thornton 2nd motion. Passed 7-0

Recorder/Treasurer Misty McCard updated the Council on the exit interview for the 2024 Legislative Audit.

Mayor Renfrow announced that Greenland will soon have its own zip code again.

Rebecca Lawson motioned to adjourn, Chal Ragsdale 2nd motion.
