July 8, 2024 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance: Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Jermaine Petty, Bill Yoes, Travis Whisenhunt, Chalon Ragsdale, Mark Herrmann.

Announcements/Comments- Rebecca Lawson motioned to add the zoning map to new business, Mark Herrmann 2nd motion. Passed 6-0

Rebecca Lawson motioned to approve June 2024 minutes, Travis Whisenhunt 2nd motion. Passed 6-0

Rebecca Lawson motioned to approve June 2024 treasurer’s report, Jermaine Petty 2nd motion. Passed 6-0

Court & Police Report-Sergeant Griffin gave report.

Code Enforcement Report- Mayor Renfrow gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-

Parks Committee- Mark Herrmann stated there is a meeting being held July 10, 2024at 10:30am at City Hall to find out the resources that can be used for the city park.

Unfinished Business:

Update on Wastewater System Rehabilitation Project-

The Arkansas Natural Resources Division submitted a reimbursement of $527,708.83 to the city from the previous payments made for the sewer project.

New Business:

Zoning Map- Council voice voted to leave the zoning R1 on the zoning map in the planning area and C2 in the city limits.

Resolution 07-08-2024- Amendment of the Sewer Contract- Rebecca Lawson motioned to approve resolution 07-08-2024, Travis Whisenhunt 2nd motion. Passed 6-0

Ordinance 389- Tax Levy- Rebecca Lawson motioned to place Ordinance 389 on the 1st reading by title only, Mark Herrmann 2nd motion. Rebecca Lawson motioned to approve the 1st reading of Ordinance 389, Jermaine Petty 2nd motion passed 6-0

Ordinance 390- Tax Levy Election- Rebecca Lawson motioned to place Ordinance 390 on the 1st reading by title only, Jermaine Petty 2nd motion. Rebecca Lawson motioned to approve the 1st reading of Ordinance 390, Mark Herrmann 2nd motion. Passed 6-0

Ordinance 391- Bond Issuance Election- Rebecca Lawson motioned to place Ordinance 391 on the 1st reading by title only, Jermaine Petty 2nd motion Rebecca Lawson motioned to approve Ordinance 391, Mark Herrmann 2nd motion. Passed 6-0

Business Violations Discussion- Assigned the business violations to the policy committee.
