July 14, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance: 

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Carly Farinella.

Announcements/Comments- Citizen Boyles spoke with concerns about multiple dog attacks within city limits. Mayor Renfrow mentioned that the Police Chief and Code Enforcement would look at updating the vicious animal ordinance. Chief Stout recommended everyone call Dispatch or 911 for an emergency.

Citizen Dooley asked if the City of Greenland has a city engineer and a full-time building inspector and Mayor Renfrow let them know we have a contracted city engineer and a part-time building inspector. 

Discussion about drainage issues on the ARDOT pavement overlay.

Barrett Lane 

Citizen Mitchell spoke with concerns about the Eagle-Redi mix concrete company.

Rebecca Lawson motioned to approve June 2025 minutes, Lisa Thornton 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve June 2025 treasurer’s report, Jermaine Petty 2nd motion Passed 5-0

Court & Police Report-Chief Stout gave report. 

Code Enforcement Report/Building Inspector Report-. Larry Norman gave report.

Planning Commission Report- Brenda Reynolds gave report.

Parks Committee-N/A

Policy Committee- N/A

 

Unfinished Business

 

Update on Wastewater System Rehabilitation Project– 

 

Building Bids- Council voiced an approval of a building under $100,000 cost and will pull from the general reserve account. 

Ordinance 402- South Annexation- Lisa Thornton motioned to table Ordinance 402-South Annexation, Rebecca Lawson 2nd motion. Passed 8-0

New Business:

Rebecca Lawson motioned to adjourn, Rebecca Lawson 2nd motion passed 8-0

Adjourn at 7:27pm
