May 12, 2025 Council Meeting Minutes
Meeting called to order at 6:00pm

 

Those in attendance:
Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,
City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson,
Jermaine Petty, Lisa Thornton, Bill Yoes Diane Reed, Travis Whisenhunt, Chalon
Ragsdale, Carly Farinella

Announcements/Comments- Citizen has a concern about the city maintaining Letitia
Road.

Travis Whisenhunt motioned to approve April 2025 minutes, Jermaine Petty 2nd motion.
Passed 8-0

Lisa Thornton motioned to approve April 2025 treasurer’s report, Jermaine Petty 2nd
motion Passed 8-0

Court & Police Report-Chief Stout gave report.

Code Enforcement Report/Building Inspector Report-. Larry Norman gave report.
Planning Commission Report- Brenda Reynolds gave report.

Committee Report:
Parks Committee- Carly Farinella is being added to the parks committee.
Diane Reed mentioned creating a new committee for our zip code change.
Policy Committee- N/A

Unfinished Business

Update on Wastewater System Rehabilitation Project- Mayor Renfrow gave an
update.

IT Upgrade- Rebecca Lawson made a motion to approve the city to contract with iRight
Technology Services for IT services which includes the IT monthly fee and cost of the
server cabinet, Carly Farinella 2nd motion. Passed 8-0

Ordinance 397- Fire Department Key Boxes- Lisa Thornton motioned place on the
3rd reading by title only, Diane Reed 2nd motion. Lisa Thornton motioned to approve
the 3rd reading of Ordinance 397, Diane Reed 2nd motion

Ordinance 399-Stormwater Ordinance- Lisa Thornton motioned to place Ordinance
399 on the 2nd reading by title only, Travis Whisenhunt 2nd motion. Lisa Thornton
motioned to approve the 2nd reading of Ordinance 399 by title only, Diane Reed 2nd
motion.

Oakcrest Easement- Mayor Renfrow gave an update on the easement.
Building Bids- Lisa Thornton motioned to table building bids, Travis Whisenhunt 2nd
motion. Passed 8-0

Ordinance 401- Caldwell Rezoning- Rebecca Lawson motioned to place Ordinance
401 on the 1st reading by title only, Lisa Thornton 2nd motion
Rebecca Lawson motioned to approve Ordinance 401, Travis Whisenhunt 2nd motion.
