Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Jermaine Petty, Mark Herrmann

Absent-Lisa Thornton

Comments-Property owner from 88 Short St spoke regarding the clean up about the property and how it is being cleaned up.

Rebecca Lawson motioned to approve October 9, 2023, and October 23, 2023, minutes, Travis Whisenhunt 2nd motion.  Passed 7-0

Rebacca Lawson motioned to approve October 2023 treasurer’s report, Mark Herrmann 2nd motion. Passed 7-0

Court & Police Report-Chief Stout gave report. $1500 was presented to Chief Stout from West Fest for the Shop with a cop.

Code Enforcement Report- Report in packet. Larry Norman was absent.

Building Inspector Report- Troy Enochs gave report. Mayor Renfrow mentioned that Troy Enochs signed his contract to work for the City of Greenland.

Planning Commission Report- Brenda Reynolds gave report.

Unfinished Business:

Update on Wastewater System Rehabilitation Project– Trent Williams gave update.

2021/2022 Audit Report- Mayor Renfrow mentioned the audit report which was added in the packet as well.

Ordinance 369-Swinson Annexation- Rebecca Lawson motioned to place Ordinance 369 on the 1st reading by title only, Travis Whisenhunt 2nd motion.

Rebecca Lawson motioned to approve the 1st reading of Ordinance 369, Travis Whisenhunt 2nd motion.

Rebecca Lawson motioned to suspend the rules and place Ordinance 369 on the 2nd and 3rd reading by title only, Travis Whisenhunt 2nd motion.

Rebecca Lawson motioned to approve the 2nd and 3rd reading of Ordinance 369, Diane Reed 2nd motion.

One Time Pay Raise- Travis Whisenhunt motioned to give $500 full time, $250 part time for the one time pay raise, Rebecca Lawson 2nd motion. Passed 6-1

Resolution 11-13-2023A-Condemnation Parcel# 775-17771-00- Rebecca Lawson motioned to table it until the next meeting, Travis Whisenhunt 2nd motion. Passed 7-0

Resolution 11-13-2023C-Orr Construction- Rebecca Lawson motioned to read resolution 11-13-2023c, Mark Herrmann 2nd motion. Passed 7-0

Resolution 11-13-2023D- Travel Center Cost Share Agreement- Rebecca Lawson motioned to read Resolution 11-13-2023D as amended, Diane Reed 2nd motion.

Ordinance 374-NE/SE Annexations-Rebecca Lawson motioned place Ordinance 374 on the 1st reading by title only, Mark Herrmann 2nd motion. Passed 7-0

Ordinance 378- Amending Title 15- Rebecca Lawson motioned to place Ordinance 378 on the 1st reading by title, Travis Whisenhunt 2nd motion. Passed 7-0

Rebecca Lawson motioned to approve the 1st of Ordinance 378 by title only, Diane Reed 2nd motion. Passed 7-0 

Citizen comments-Jermaine Petty mentioned extra patrol at Taylor Park restrooms. Mayor Renfrow mentioned running electricity to the restrooms at the park and adding more security.

Mayor Renfrow announced the November 27, 2023, meeting will be held at City Hall.

Rebecca Lawson made a motion to adjourn, Travis Whisenhunt 2nd motion. Passed 7-0
