November 14, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Rebecca Lawson, Chal Ragsdale Lisa Thornton, and Jermaine Petty. Larry Forrester- absent

Comments- none

Rebecca Lawson motioned to approve October 2022 minutes, Jim Renfrow 2nd motion. Passed 4-2 abstained

Lisa Thornton motioned to approve October 2022 treasurer report, Jim Renfrow 2nd motion.
Passed 6-0

Court & Police Report-Chief Stout gave report. West Fest presented the Greenland Police Department with $500 for shop with the cop. Chief Stout introduced the two new officers Kevin Phillips and Naconna Mitchell.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. Discussion regarding Permitted uses in each City’s zoning code.

Unfinished Business:

Update on Wastewater System Rehabilitation Project-

New Business:

Signal Tek Update- Attorney David Hogue gave update regarding the Signal Tek invoice.

Resolution- Central EMS Budget Amendment- Lisa Thornton motioned to read Resolution 11-14-2022 by title only, Rebecca Lawson 2nd motion. Rebecca Lawson motioned to approve Resolution 11-14-2022, Jim Renfrow 2nd motion. Pass 7-0

Fire Protection-Mark Meyers- Chief Mark Meyers presented to the council the reason for the increase on the Fire Protection agreement. Chief Mark Meyers asked to increase to $55,000.00. Rebecca Lawson motioned to table it, Chal Ragsdale 2nd motion. Passed 7-0

One time pay raise-Lisa Thornton motioned $500 for full time and $250 part time, Jim Renfrow 2nd motioned. Passed 7-0

Announcements-Travis Whisenhunt mentioned the importance of the increase to the fire department which helps the volunteer fire fighters.

Citizen comments-none

Rebecca Lawson made a motion to adjourn, Chal Ragsdale 2nd motion. Passed 7-0
