November 12, 2024 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Code Enforcement Larry Norman, Rebecca Lawson, Jermaine Petty, Bill Yoes, Diane Reed, Chal Ragsdale.

Mark Herrmann, Travis Whisenhunt, Lisa Thornton- absent

Announcements/Comments- Rebeccca Lawson motioned to move Unfinished Business and New Business up on the agenda and to be placed before approval of previous month’s minutes, Chal Ragsdale 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve October minutes, Chal Ragsdale 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve October 2024 treasurer’s report, Chal Ragsdale 2nd motion. Passed 5-0

Court & Police Report-Chief gave report. Greenland Police Department will partner with the Greenland School District Police Department on December 9, 2024 to take children to shop with a cop. Greenland Police Department will help with a West Fork shop with a cop on December 17, 2024.

Code Enforcement Report/Building Inspector Report- Larry Norman gave report.

Donna Johnson would like the city to look into the drainage issue on Circle Drive and Napier Avenue.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report:

Parks Committee-

Policy Committee- Business License violations policy discussion to be placed on December 2024 agenda.

Unfinished Business

Update on Wastewater System Rehabilitation Project- Mayor Renfrow gave update.

Resolution 10-14-2024A-Condemnation Hearing 73 North Diane- tabled to be placed on the December 2024 meeting.

Resolution 10-14-2024C- Condemnation 14 E Rush St- moving forward within 30 days

2nd November Council Meeting Date- Rebecca Lawson motioned to not have a 2nd November council meeting, Diane Reed 2nd motion. Passed 5-0

New Business:

Resolution 11-12-2024- Condemnation 12 E Rush St- Rebecca Lawson motioned to amend that Resolution to state January 2025 and to read Resolution 11-12-2024 by title only, Diane Reed 2nd motion. Rebecca Lawson motioned to approve Resolution 11-12-2024 by title only, Diane Reed 2nd motion. Passed 5-0

Grant Match- Rebecca Lawson motioned to approve the Mayor to sign the Grant Match documentation, Diane Reed 2nd motion. Passed 5-0

Short term rental/Airbnb- tabled

One Time Pay Raise- Rebecca Lawson motioned pay $500 for full time employees and $250 for part time employees, Chal Ragsdale 2nd motioned. Passed 5-0

Cell Towers- Chal Ragsdale motioned to find out the facts regarding the cell tower contract with the school, Rebecca Lawson 2nd motion. Passed 5-0

Bill Yoes made a motion to adjourn, Diane Reed 2nd motion. Passed 5-0
