October 12, 2020 Greenland City Council Minutes

Meeting called to order at 6:00pm.

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Lee Guthrie,
Beckey Center, Rebecca Lawson, Lisa Thornton, Bill Yoes, Diane Reed, Justin Reed, attorney Josh Bailey and various guests.

Pledge of Allegiance

Comments- none

Lisa Thornton motioned to approve September’s Council minutes, Rebecca Lawson 2nd the motion.
Passes 8-0

Lisa Thornton motioned to approve September’s Special Council minutes, Rebecca Lawson 2nd motion.
Passes 8-0

Lisa Thornton motioned to approve September’s treasurer report, Rebecca Lawson 2nd motion. Passes 8-0

Court & Police Report- Chief gave report

Building Inspector Report- Brenda Reynolds gave report.

Committee Report-Lee Guthrie asked about the Brush trail pickup. Mayor Groom said there was 5 citizens that had brush picked up during the trial pick up.

Lisa Thornton motioned to accept the City of Greenland’s Community Building Hold harmless form without #7, Lee Guthrie 2nd the motion. Passes 8-0

Lisa Thornton motioned to read Ordinance 348 Time Clock procedures by title only, Justin Reed 2nd motion. Passes 7-1, Diane Reed voted against

Lisa Thornton motioned to approve Ordinance 348 Time Clock procedures to approve 1st reading and suspend the rules, Justin Reed 2nd motion. Passes 7-1, Diane Reed voted against

Lisa Thornton motioned to suspend the rules on Ordinance 348 Time Clock procedures place by 2nd and 3rd reading by title only, Justin Reed 2nd motion. Passes 7-1

Revise code with code with sheet metal discussion- Mayor Groom plans to contact Arkansas Municipal
League about code and have an update for November’s meeting.

Update Future Land Use & Master Street Plan Map- Mayor has requested maps from Regional planning and we are waiting on getting them.

Lisa Thornton motioned to read Ordinance 349 Revising the code to allow non-conforming residential structures in commercial zones by title only to amend and add and Emergency clause on the 1st reading,

Justin Reed 2nd the motion. Passes 8-0.

Lisa Thornton motioned to suspend the rules and to waive the 2nd and 3rd reading of Ordinance 349 by title only, Rebecca Lawson 2nd the motion. Passes 8-0
