September 8, 2025 Council Meeting Minutes

 

 

Meeting called to order at 6:00pm

 

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Rebecca Lawson, Jermaine Petty, Bill Yoes, Chal Ragsdale, Carly Farinella.

Diane Reed, Lisa Thornton, Travis Whisenhunt,-absent

 

Announcements/Comments- N/A

Carly Farinella motioned to approve August 2025 minutes, Bill Yoes 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve August special council meeting minutes, Carly Farinella 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve August 2025 treasurer’s report, Jermaine Petty 2nd motion Passed 5-0

Court & Police Report-Chief Stout gave August’s police report.

Code Enforcement Report/Building Inspector Report-. Mayor Renfrow gave August’s Code enforcement report. Update on Short Street property-the property owners have been making progress on cleaning up the property.

Planning Commission Report- Brenda Reynolds gave the September planning report.

The Council voted to approve Planning’s recommendation to create a new city zone, A1 (residential/agricultural zone). Passed 5-0

Committee Report:

Parks Committee- Brad with the street department is working on getting Taylor Park’s sidewalks repaired.

Policy Committee-N/A

Unfinished Business

Update on Wastewater System Rehabilitation Project–

Mayor Renfrow gave the Sewer Construction update.

Ordinance 402- South Annexation-

Chal Ragsdale motioned to place Ordinance 402 on the 3rd reading by title only, Bill Yoes 2nd motion.

Rebecca Lawson motioned to approve the 3rd reading of Ordinance 402 by title only, Chal Ragsdale 2nd motion.

Rebecca Lawson-yes, Jermaine Petty-yes, Bill Yoes-yes, Chal Ragsdale-yes, Carly Farinella-yes

Passed 5-0

Ordinance 404- Planning appointment/removal process-

Rebecca Lawson motioned to place Ordinance 404 on the 2nd reading by title only, Carly Farinella 2nd motion.

Rebecca Lawson motioned to approve the 2nd reading of Ordinance 404 by title only, Chal Ragsdale 2nd motion.

Business License Discussion- Table it

New Business:

Resolution 09-08-2025- Wilson Street Sewer Utility Easement Upgrade- Rebecca Lawson motioned to table the resolution, Jermaine Petty 2nd motion.

Passed 5-0

Citizens Anita Cowan and Wade Parrish both expressed concerns regarding the sewer easement through their property.

Ordinance 406-Title 6 Animals and Fowl Upgrade-

Rebecca Lawson motioned to place Ordinance 406 on the 1st reading by title only, Jermaine Petty 2nd motion.

Rebecca Lawson motioned to approve the 1st reading of Ordinance 406, Jermaine Petty 2nd motion.
