Planning Commission Minutes

Commissioners present: Brenda Reynolds, Bill Yoes, Charlotte Carnes, Lee Guthrie, Paula Schoonover.
Called meeting to order at 6:00 p.m.

1. Revision of code language re: accessory buildings
2. Discussion of draft of Planning Commission By-Laws
3. Planning 201 Items

Motion to amend the agenda by Commissioner Reynolds to add item #3, seconded by Commissioner Schoonover. Pass 5-0.

1. Code book on page 218 refers to accessory uses with a general description, location and standards. It does not define accessory building. This meeting started the discussion on what the public can and can’t do. General description and percentage of allowable lot size needs to be cleared up. Commissioners to review this section and come back to the next meeting with
comments, ideas and concerns to discuss.

2. Discussion of draft of Planning Commission By-Laws
Commission discussed draft of By-Laws. Commissioners will adopt at first meeting in January.

3. Planning 202 Items: How do we get highway frontage up to date and more appealing? Change of occupant ownership or change of business triggers site plan review by the Planning Commission to bring up to code. Our code would need to be changed to address this issue. Page 78:

Occupational Licenses, recommend City Council add a section (4.24.01.A) with the wording above regarding change of occupant or change of business triggers a site plan to review new license application.
