Planning Commission Minutes
Monday, December 5, 2022
Greenland City Hall

Meeting called to order 6:03 P.M.

Members Present: Bill Yoes, Hunter Collins, Brenda Reynolds, Michele Cate, Charlotte Carnes, Ben Maddox

1. Public Hearing – Shepard Construction Large Scale Development W Napier Drive
 -Phil Swope (engineer) to present. Five foot of additional right of way was proposed along NE Campbell Road to meet the requirements of the current Master Street Plan. The commission requested that sidewalk be installed along NE Campbell Road and West Napier Dr. if it will not adversely affect the drainage and utilities. Applicant’s engineer will coordinate with the city’s engineer. All drainage pipes are required to be a minimum of 18” RCP. Detention on the site has been proposed, but more design details are required. The city’s engineer stated that the detention pond must be certified by survey after construction to ensure it was built as designed. The septic field needs to be checked for percolation. Closed public hearing at 6:31 P.M.

2. Shepard Construction Large Scale Development
No further discussion. Collins motion to approve. Carnes second. Approved 5-0.

3. Public Hearing – Shepard Construction Variance Request W Napier Drive.
Phil Swope (engineer) to present. Questions regarding the variation of parking standards were discussed. The applicant is requesting variance from the required 42 normal stalls and 2 ADA stalls to 20 standard stalls and one ADA space. Closed public hearing at 6:42 P.M.

4. Shepard Construction
Contingent upon construction of 18 regular stalls, 2 ADA stalls (with at least one designated as van accessible). Cate motioned to approve. Yoes second. Approved 5-0.

5. Code Work – Zoning Descriptions Discussion
The removal of the conditional use chart was discussed. The wording for the specific zoning types needs to be edited and verified so they can be added to Title 14. The title will be voted upon by the City Council in the coming months. City Engineer is going to formulate descriptors for each zoning and send out drafts of Title 14 and Title 15 to the planning commission via email. A workshop will be scheduled for input sometime in the next two months. This will allow for verification of the wording for each zoning and conditional use.

Yoes motion to adjourn. Maddox second. Meeting adjourned at 7:09 P.M.
