Planning Commission Agenda 

Monday, January 5th, 2026, 6:00 PM 

Greenland Community Center 

170 North Letitia 

 

Members Present: Bill Yoes, Colbi Johnson, Hunter Collins, Dan Cypert and Charlotte Carnes 

Meeting called to order at 6:00 PM. 

 

  1. Public Comments:  
  • Brandon Huebert, Halff and Associates; on behalf of Eagle Redimix Plant owner. Owner is intending to develop the property to the west for parking and a gravel laydown yard. Chair explained that the concrete companies are not allowed to expand, as they are grandfathered into the zoning. They are only allowed to continue working under the grandfathered conditional use. They will not be permitted to be expanded under a larger use. Johnson explained the area is intended for light industry, enclosed type activities and therefore would not be allowed if going through the business license procedures today.  
  1. Public Hearing: La Mangonada Restaurant & Fruteria 201 N Main Ave Conditional Use Application 
  • Mike Fanning speaking on behalf of the owners of the restaurant. The owner is intending to serve beer and margaritas with their meals. They have a liquor license for their Springdale restaurant. Chair asked if the ABC has issued the liquor license for this establishment. No, they have not. The applicant was required to go through PC before applying for the license. Cypert explained the City can set the precedent before the application to ABC. The code reads that no establishment can operate with a liquor license within 100 yards of a school.  
  • Discussion with PC in regards to changing our code to restrict within 50 or so feet of a school, park, daycare, etc. Cypert explained the code could be changed to “on premises, no less than 50 feet away; off premises, no less than 100 yards away…” 
  1. La Mangonada Restaurant & Fruteria 201 N Main Ave Conditional Use Application 
  • PC is recommending this becomes an agenda item.  
  • Per the code, PC cannot approve this conditional use due to distance requirement 16.02.02 E.  
  • Cypert motioned to deny. Collins seconded. PC recommends denial 5-0. 

 

  1. Public Hearing: Dalmar, 1029 W. Wilson St. Large Scale Development Application 
  • Nick Griffin – The ownership of the engineering firm has changed since the origin of the project. Sitework has started. Washington Water Authority has approved the plans, and a preconstruction meeting is scheduled for Wednesday to discuss pressure and fire flows. SWPPP and ADH requirements have been approved and will be sent to the City Engineer. The easement documents will be submitted to the City Engineer. Drainage report has been sent to City Engineer. Landscape plan is required to be submitted.  
  • Discussion regarding landscaping introduction and easements, retaining wall locations, concrete coverage and greenspace. PC would recommend landscaping, where appropriate, to include entrances, at signage locations and any location within the site that could house a small evergreen or grasses.  
  1. 1029 W. Wilson St. Large Scale Development Application 
  • Collins motioned to approve contingent upon meeting required documentation and landscaping. Carnes seconded. Conditionally approved 5-0. 
  1. Public Hearing: Dalmar, 1029 W. Wilson St. Variance Request Application 
  • Applicant requested tabling the variance request pending submission of LSD documents.

Johnson motioned to adjourn the meeting. Cypert seconded. Approved 5-0. Meeting adjourned at 7:17 PM.   

 

ADDENDUM:  Post-meeting addition; Code had been changed last year to remove the distance requirements, which was the basis for the interim denial.  Therefore the CUP application can be, and has been, approved for La Mangonada Restaurant and Fruiteria.
