Planning Commission Minutes
Monday, May 5, 2025, 6:00 PM

Members Present: Brenda Reynolds, Dan Cypert, Charlotte Carnes, Colbi Johnson, Bill Yoes
Meeting called to order at 6:02pm

     1. Public Hearing: Fraley/Caldwell- Rezone 10194 SW Campbell Road
• Request for rezoning 6.63 acres from C2 to RE
• Address was annexed and zoned C2 with RE immediately adjacent to the subject
property
• A residence currently sits on the parcel
• Rezoning is requested so that the lot can be split and a home built on the 2
nd parcel
• No public comment; no additional PC comment
• Public hearing closed at 6:09

     2. Caldwell- Fraley/Rezone 10194 SW Campbell Road
• No further PC discussion
• No public comment
• Yoes motion to approve recommendation to rezone; Johnson 2
nd; pass 4-0

     3. Public Hearing: Caldwell- Lot Split 10194 SW Campbell Road
• Applicant want to purchase 2acres of the 6.63 acres owned by Mr. Fraley; purpose is
to build a home
• Applicant was advised the driveway was not reflected on the survey and will need to
meet property setbacks, cannot exceed 40′ in width; and must have a culvert placed
to ensure adequate water flow; applicant advised the driveway had not yet been
established but will be closer to Mr. Fraley’s driveway so that it is not near the curve in
the road for better visibility purposes
Public Comment: inquiry made about gravel gathering in the ditch line area after heavy
rains and whether that was coming from the existing subject property; Mr. Fraley advised
the gravel is coming from the hillside area, not his driveway.
No further public comment; no additional PC comment
Public hearing closed at 6:11pm

     4. Caldwell- Lot Split 10194 SW Campbell Road
• No further PC discussion
• No public comment
• Cypert motion to approve; Yoes 2nd; pass 4-0

5. Public Hearing- Best Choice Holdings, LLC, SE Corner of W. Napier Dr and NE Campbell Rd Preliminary Plat
• Blake Murray with Crafton & Tull presented information– only deviation from the
original submitted plan was rotating the homes 90°; this allows for shorter street length
and preventing very large retaining walls.
• 483 total lots; still less than originally approved in the PZD
Public Comment:
• inquiry about the entrance/exits as there are concerns about the continuing bad road
conditions in that area; Blake advised they have minimized the entrances/exits as
much as possible to avoid additional cutouts, etc along the road
• Inquiry made about the construction phases: Blake advised Phase 1 and 2 will be first,
with 216 lots, they are anticipating 8 homes per month, so Phases 1 and 2 will take
approximately two years before looking at the next phases
No further public comment, no additional PC comment
Public Hearing closed 6:22pm

     6. Public Hearing- Best Choice Holdings, LLC, SE Corner of W. Napier Dr and NE Campbell Rd         Preliminary Plat

• No further PC discussion
• No public comment
• Carnes motion to approve; 2nd by Johnson; Pass 4-0

     Public Comment: Pam Horn inquired about the paving on Letitia and why it always stops at
the bridge when the city street “Letitia” goes past the bridge. Chair advised City Council is the
one that may have answers on this, PC is not involved in the street maintenance; encouraged
to go to City Council and make inquiry.

Motion to adjourn- Carnes; 2nd Yoes; meeting adjourned 6:25p
