Planning Commission Meeting

Monday, November 3, 2025, 6:00 PM

Greenland Community Center

Members Present: Dan Cypert, Charlotte Carnes, Hunter Collins, Colbi Johnson, Brenda Reynolds

Meeting called to order at 6:00 PM.

  1. Public Hearing: Lickety Split Farms, LLC W Napier Drive WC 63 Lot Split
    • Discussion between the PC, Engineer, City Engineer regarding lot split and intention. The lot is being split for phasing continuity and funding.
    • All documentation should be under the name Lickety Split Farms, LLC. Currently the plats are showing Best Choice Holdings, LLC.
  2. Lickety Split Farms, LLC W Napier Drive WC 63 Lot Split
    • Motion to approve by Johnson. Carnes seconded. Approved lot split 4-0.
  3. A-1 Zoning Discussion
    • Johnson requested large animals should have 1 acre per animal. Agreement between Commission was that one large animal per acre was legitimate sizing consideration.
    • Johnson asked code phrasing regarding trash and refuse. Once the parcel is contained within the city jurisdiction, it will fall under the city code requirements for cleanliness.
    • The animal section of the code requires revision: “except in the provided A-1 zone” for animals such as goats and sheep.
    • Zoning requirement revision: change lot minimum area to 1 acre.
    • No principal building or accessory structures shall exceed forty-five (45) feet in height.
    • One unit per one acre
    • In A-1 zoning: add verbiage that says an accessory structure can be allowed without a primary structure on one lot.
    • Where accessory structures are shown in the existing code, show the exception for A-1 zoning.
    • 100’ lot width for A-1 zoning
    • Fencing area of the existing code: allows exception for agricultural fencing or other methods for animal control in A-1.

 

  1. Public Comments

Dan Cypert – “Benefit to the tax base of the city…” The City Council needs to adopt that phrasing. Chair advised this matter is on the Council’s Agenda for adoption.

 

A-1 Agriculture District

1. Description and Intent This district is established to sustain agricultural land until a planned and organized transition to urban development is achieved. The provisions of this district are intended to accommodate low-density development, emphasizing single-family and two-family residential uses situated on large tracts of land. Agricultural operations, including crop and livestock production, are permitted uses to maintain the rural character of the area. Accessory structures may be permitted without a primary structure on the same lot when used for agricultural purposes. In addition, fencing regulations allow exceptions for agricultural fencing or other appropriate methods of animal control consistent with the district’s agricultural intent.

 

2. Permitted Uses Agricultural uses, including crop production, animal husbandry, and animal boarding, are permitted. Residential uses are limited to single-family dwellings, two-family dwellings, and manufactured homes. Accessory dwellings and accessory structures are also allowed. The keeping of large animals is restricted to a maximum density of one large animal per acre.

 

3. Conditional Use Conditional use application procedures, and consideration criteria are discussed in 14.04.08. Also, see Appendix A, the Conditional Use Permit / Rezoning Application Checklist. Other uses deemed by the Planning Commission to be consistent with the basic intent of this district, and that are equal to or less intense than was permitted in this district, may also be considered. (Ord. No 2011-300, Sec 1.)

 

4. Lot Dimensions

Minimum area 1 acre

Minimum width at building line 100 feet

Minimum front setback 35 feet

Minimum side setback 20 feet

Minimum rear setback 35 feet

 

5. Parking Requirements Two (2) off-street parking spaces shall be required for each single-family residence and manufactured home. Four (4) off-street parking spaces shall be required for each two-family residence. Parking requirements for other uses shall be provided pursuant to subsequent provisions hereof.

 

6. Height, width, and area regulations

a. No principal building or accessory structures shall exceed forty-five (45) feet in height.

b. One (1) unit per one acre (1)

c. Accessory structures shall comply with provisions herein.

 

Motion to adjourn by Cypert. Seconded by Carnes. Meeting adjourned 6:37 PM.
