August 11, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

 

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout,

City Attorney David Hogue, Jermaine Petty, Lisa Thornton, Bill Yoes, Diane Reed, Carly Farinella.

Rebecca Lawson, Travis Whisenhunt, Chal Ragsdale-absent

Announcements/Comments- N/A

Lisa Thornton motioned to approve July 2025 minutes, Diane Reed 2nd motion. Passed 4-0

Lisa Thornton motioned to approve July 2025 treasurer’s report, Bill Yoes 2nd motion Passed 4-0

Court & Police Report-Chief Stout gave July’s police report.

Code Enforcement Report/Building Inspector Report-. Mayor Renfrow gave July’s Code enforcement report.

Planning Commission Report- Brenda Reynolds gave the August planning report. The planning commission inquired if the council would be interested in creating a new zone. There was discussion about having a public hearing for city zoning.

 

Committee Report:

Parks Committee-Carly Farinella has been in contact with the Land Trust for the parks. Carly Farinella indicated that the walking trail at Taylor Park is in need of maintenance.

Unfinished Business

 

Update on Wastewater System Rehabilitation Project–

Mayor Renfrow gave the Sewer Construction update.

The sewer construction company will soon start removing any silk fences on residents’ properties.

 

Ordinance 402- South Annexation-

Lisa Thornton motioned to place Ordinance 402 on the 2nd reading by title only, Jermaine Petty 2nd motion.

Lisa Thornton motioned to approve the 2nd reading of Ordinance 402 by title only, Carly Farinella 2nd motion.

Mayor Jim Renfrow- yes, Jermaine Petty-yes, Lisa Thornton-yes, Bill Yoes-yes, Diane Reed-yes, Carly Farinella-yes.

Passed 6-0

Ordinance 404- Planning appointment/removal process-

Lisa Thornton motioned to place Ordinance 404 on the 1st reading by title only, Carly Farinella 2nd motion.

Lisa Thornton motioned to approve the 1st reading of Ordinance 404 by title only, Carly Farinella 2nd motion. Passed 6-0

 

Business License Discussion- TABLE IT

 

Ordinance 405-Greenland Sewer Rate Decrease-

Lisa Thornton motioned to place Ordinance 405 on the 1st reading by title only, Jermaine Petty 2nd motion Passed 5-0

Lisa Thornton motioned to approve the 1st reading of Ordinance 405 Diane Reed 2nd motion. Passed 6-0

Mayor Jim Renfrow read the City of Greenland Proclamation in honor of Bill Yoes.

Lisa Thornton motioned to adjourn, Diane Reed 2^nd motion passed 6-0
