November 10, 2025 Council Meeting Minutes

 

Meeting called to order at 6:00pm

Those in attendance:

Mayor Jim Renfrow, Recorder Treasurer Misty McCard, Police Chief Craig Stout, City Attorney David Hogue, Jermaine Petty, Diane Reed, Travis Whisenhunt, Chal Ragsdale, Carly Farinella.

Rebecca Lawson, Lisa Thornton, Bill Yoes -absent

Announcements/Comments- N/A

Carly Farinella motioned to approve September 2025 minutes, Chal Ragsdale 2nd motion. Passed 5-3

Carly Farinella motioned to approve October 2025 minutes, Chal Ragsdale 2nd motion. Passed 5-3

Carly Farinella motioned to approve September 2025 treasurer’s report, Chal Ragsdale 2nd motion. Passed 5-3

Chal Ragsdale motioned to approve October 2025 treasurer’s report, Carly Farinella 2nd motion Passed 5-3

Court & Police Report-Chief Stout gave September and October police reports. Code Enforcement Report/Building Inspector Report- Larry Norman gave report.  Planning Commission Report- Hunter Collins gave the planning report.

Committee Report:

Parks Committee- Carly Farinella gave update. The city received a $500,000 grant for parks.

Policy Committee- Mayor Renfrow updated the Council on the Greenland zip code request.

Unfinished Business

Update on Wastewater System Rehabilitation Project

Trent Williams gave the Sewer Construction update.

Ordinance 404- Planning appointment/removal process –Carly Farinella motioned to place Ordinance 404 on the 3rd reading by title only, Travis Whisenhunt 2nd motion. Diane Reed motioned to approve 3rd reading of Ordinance 404, Travis Whisenhunt 2nd motion. Passed 5-3

Business License Discussion- Diane Reed discussed having consistency in the issuance of Business License. The City Council requested researching the process of how other cities issue business licenses.

Resolution 09-08-2025- Wilson Street Sewer Utility Easement Upgrade- Chal Ragsdale motioned to read Resolution 09-08-2025 by title only, Jermaine Petty 2nd motion. Passed 5-3

Ordinance 406-Title 6 Animals and Fowl Upgrade

Travis Whisenhunt motioned to place Ordinance 406 on the 2nd reading by title only, Diane Reed 2nd motion. Travis Whisenhunt motioned to approve the 2nd  reading of Ordinance 406, Diane Reed 2nd motion. Passed 5-3

New Business:

Resolution 10-13-2025- Tax Levy- Travis Whisenhunt motioned to approve Resolution10-13-2025 at a rate of 2.3 mills, Diane Reed 2nd motion. Passed 5-3

West Fork Fire Protection Agreement- West Fork Fire Chief TJ Howerton discussed the need to increase the cost of fire protection. Carly Farinella motioned to authorize the mayor to amend the quarterly increase cost of fire protection, Chal Ragdale 2nd  motion.Passed 5-3

Ordinance 407-Cowan Rezone- Diane Reed motioned to place Ordinance 407on the 1st reading by title only, Travis Whisenhunt 2nd motion. Travis Whisenhunt motioned

One time pay- Travis Whisenhunt motioned to pay $500 full time and $250 part time for one time pay raise, Carly Farinella 2nd motion. Passed 5-3

Resolution 11-10-2025- Exchange of road N&S Lillie, Wilson, SW Campbell- Travis  Whisenhunt motioned to approve Resolution 11-10-2025, Chal Ragsdale 2nd motion.

The Recorder Treasurer gave the council an update on the Legislative Audit exit interview for the 2024 Audit.

Carly Farinella motioned to not have a 2nd meeting in November, Travis Whisenhunt   2nd motion. Passed 5-3

Carly Farinella motioned to adjourn, Chal Ragsdale 2nd motion.
