October 10, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Rebecca Lawson, Chal Ragsdale and Jermaine Petty.

Lisa Thornton, Larry Forrester Diane Reed, Bill Yoes- absent

Comments- none

Rebecca Lawson motioned to approve September 2022 minutes, Jim Renfrow 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve September 2022 treasurer report, Jim Renfrow 2nd motion. Passed 5-0

Court & Police Report-Chief Stout gave report. Chief Stout mentioned to the council that Officer Brandon Harrison resigned, and he will be hiring another officer to replace him soon.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-none

Unfinished Business:
Update on Wastewater System Rehabilitation Project- Trent Williams with McClelland Engineering gave update on the Wastewater project.

New Business:
Selection of on call engineering and surveying services-Rebecca Lawson motioned to assign McClelland Engineering as the on call engineering and surveying services, Jim Renfrow 2nd motion. Passed 5-0

Resolution 10-10-2022 Tax Levy-Rebecca Lawson made a motion to read Resolution 10-10-2022 to maintain the current rate of 2.9% by title only, Jim Renfrow 2nd motion. Rebecca Lawson made a motion to approve Resolution 10-10-2022 to maintain the current rate of 2.9%, Jim Renfrow 2nd motion. Passed 5-0

Ordinance 365- Central EMS Budget Amendment- Rebecca Lawson motioned to table Ordinance 365, Jim Renfrow 2nd motion. Passed 5-0

Shepard Construction Business License- Shepard Construction stated that they will have a point of sale business and it will help Greenland sales tax income. They have a dust collector that goes on top of the silo to help control the dust. They are looking at running 5-10 trucks for their business. Shepard Construction’s attorney spoke on behalf of the business, he mentioned that light industrial is in the zone, and he passed the zone and paid the fee. Citizen-Mrs. Cooksey said that the M&S concrete company’s dust is causing major issues at her house. Mrs. Cooksey mentioned that the noise and vibration is horrible. Mrs. Cooksey is against the M&S concrete business. Rebecca Lawson and Jim Renfrow stated that it is hard to say no to one business when we already passed another business that is just like this business. Rebecca Lawson motioned to approve Shepard Construction Business License, Jim Renfrow 2nd motion. Passed 3-1

Announcements-

Citizen comments- Sam Salmonsen spoke in regard to rezoning land west of Sonic to build storage buildings.
Citizen wanted to know about the Easements on Allen Street for the Sewer project.
Jim Renfrow made a motion to adjourn, Chal Ragsdale 2nd motion. Passed 5-0
