Minutes of the Greenland City Council October 8, 2018

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton (after minutes vote), Bill Yoes, Pat Lindabury, Justin Reed,
Chief Ricker, Danny Wright and various guests.

Motion by Dutton, 2nd by Forrester to approve the September council minutes. Motion passes 6-0.

Motion by Dutton, 2nd by Forrester to approve the September treasurer's report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report. She requested a 6 th person be added to the planning commission.

Building inspector activity: No activity

Chief Ricker presented the court and police report.

Committee Reports: Mrs. Thornton spoke about the personnel committee report having met with 2 different law firms to replace Mr. Wright when he retires.

Recommendation is to offer the Hogue Law Firm the position.

Park Update: October 25 meeting in Jacksonville, AR to try and get a grant for partial reimbursement of purchase costs.

Ordinance #332: Large Scale Development: Motion by Thornton, 2nd by Reed to place ordinance #332 on the second reading by title only. Motion carries 7-0. Mr. Wright read. Motion by Thornton, 2nd by
Yoes to accept the second reading on ordinance #332. Motion passes 7-0. Motion by Thornton to set the fee at $1,000. Motion passes 7-0. Motion by Thornton, 2 nd by Yoes that after changes to suspend the rules and go to third and final reading. Motion passes 7-0 by individual vote. Mr. Wright read. Motion by
Thornton, 2 nd by Yoes to accept ordinance #332 by title only. Motion carries 7-0.

Personnel: Planning isn’t getting documents in a timely manner. Mayor suggested a round table discussion with all parties involved. Mrs. Thornton had a question is time sheets were being turned in on
time. Mrs. Thornton had a question if the illegal buildings on Tanner St had been taken care of. Mr. Wright said he didn’t know about it but if there are illegal buildings we probably have the obligation to take them down.

MOU Storm water: Chief Ricker presented . Motion by Thornton, 2 nd by Yoes to read the MOU by title only. Motion passes 7-0. Chief Ricker read. Motion by Thornton, 2 nd by Yoes to approve the MOU.
Motion passes 7-0.

Community Center Rates: Mrs. Sharp asked the council to think about raising the daily rate at the community center since we have completed many improvements and our rates are far below other cities. No action taken.

Business License: Mrs. Sharp asked the council to think about enacting a $25 penalty if business licenses are not renewed by January 31 of each year. Mrs. Reynolds questioned if the conditional use licenses are reviewed every year before getting license renewed, siting Autohouse as an example as possibly
being of out code. The mayor said he would have Brad make sure they were within their conditional use.

Announcements: November 12 is our next meeting even though it is on Veterans Day. Mr. Yoes needs a detailed plan of what intends to happen on the new park property to submit to the flood plain association.

Citizen Comments: Jan Saindon had a question as to why she was told 2 years ago that the gap between the sidewalks on Partridge would be fixed by placing a bridge and nothing has happened. After much discussion, the Mayor said he would look into it. Motion to adjourn ay 7:47 by Forrester, 2nd by Dutton. Motion passes 7-0.
