Minutes of the Greenland City Council September 10, 2018

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes, Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Thornton, 2nd by Reed to approve the August council minutes. Motion passes 7-0-1 with Dutton abstaining.

Motion by Thornton, 2nd by Reed to approve the August treasurer's report. Thornton had a follow up question from last month on Laura Burns’ hours and pay.

Motion by Thornton, 2 nd by Reed to approve August Treasurer’s report. Motion passes 8-0.

Brenda Reynolds presented the planning commission report.  Building inspector activity: 2 final inspections done.

Chief Ricker presented the court and police report.

Park Update: Mayor presented a map with proposals for the new river park.

Resolution 09-10-2018: Millage. Motion by Thornton, 2 nd by Reed to read resolution 9-10-2018 by title only. Motion passes 8-0. Mr. Wright read. Motion by Thornton, 2 nd by Yoes to approve Resolution 09-10-2018. Motion passes 8-0.

Ordinance #331: Fiscal Affairs: Motion by Dutton, 2nd by Bryant to place ordinance #331 on the first reading by title only. Motion carries 8-0. Mr. Wright read. Motion by Dutton, 2nd by Forrester to accept the first reading on ordinance #331. Motion passes 8-0. Motion by Thornton, 2nd by Dutton to suspend the rules and place ordinance #331 on the second reading by title only. Roll Call: DUTTON Y, REED Y,
CENTER Y, LINDABURY Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y. MOTION CARRIES 8-0. Mr. Wright read it. Motion by Dutton, 2nd by Thornton to accept the second reading of ordinance #331 by
title only. Motion passes 8-0. Motion by Thornton, 2nd by Dutton to suspend the rules and place ordinance #331 on the third and final reading by title only. Roll Call: DUTTON Y, REED Y, CENTER Y,
LINDABURY Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y. MOTION CARRIES 8-0. Mr. Wright
read it. Motion by Thornton, 2nd by Center to accept ordinance #331 by title only. Motion passes 8-0.
Motion by Thornton, 2nd by Dutton to read and enact the emergency clause. Roll Call: DUTTON Y,REED Y, CENTER Y, LINDABURY Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y. MOTION CARRIES 8-0. Mr. Wright read it. Motion by Dutton, 2 nd by Thornton to adopt the emergency clause. Motion passes
8-0.
Ordinance #332: Large Scale Development: Motion by Thornton, 2nd by Forrester to place ordinance
#332 on the first reading by title only. Motion carries 8-0. Mr. Wright read. Motion by Thornton, 2nd by
Dutton to accept the first reading on ordinance #332. Motion passes 8-0.

Dodge Durango: Chief Ricker asked permission to advertise to sell the Dodge Durango. Motion byThornton, 2 nd by Dutton to advertise to sell the Dodge Durango. Motion passes 8-0.

Announcements: Friends of the Library will hold a sale on BBQ on September 28th

Citizen Comments: Mrs. Reynolds questioned how the planning commission would proceed in 2019 if Mrs. Guthrie was elected to council.
Motion to adjourn ay 7:10 by Dutton, 2nd by Thornton. Motion passes 8-0.
