August 8, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm
Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Lisa Thornton,
Chal Ragsdale, and Jermaine Petty. Larry Forrester, Rebecca Lawson- absent

Comments- none

Lisa Thornton motioned to approve July 2022 minutes, Jim Renfrow 2nd motion. Passed 5-0

Lisa Thornton motioned to approve July 2022 treasurer report, Jim Renfrow 2nd motion. Passed 5-0

Court & Police Report-Chief Stout gave report. Chief discussed the Police Stipend grant.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-none

Unfinished Business:

Update on Wastewater System Rehabilitation Project- Nick Batker with McClelland Engineering gave update on the Wastewater project.

Ordinance 361- Planning Chair Wage Compensation-Lisa Thornton motioned to place Ordinance 361 on 3rd reading by title only, Jim Renfrow 2nd motion. Passed 5-0

Lisa Thornton motioned to approve Ordinance 361 by title only, Jim Renfrow 2nd motion. Passed 5-0

New Business:

Business License Appeal-Jason Smith with All Right, Inc./M&S Builders and Concrete explained his business process. Jason Smith mentioned that the sales tax revenue will benefit the city by the dump trucks buying fuel in Greenland. Jason Smith plans to pave the building area to keep the dust down
within the city. Jason Smith said he will run around 10 dump trucks daily and will run them from around
7am to 5pm. Operation hours 7am-5pm and pave the road to keep the dust down. Bill Yoes motioned to approve the Business application for All Right, Inc./M&S Builders and Concrete, Jim Renfrow 2nd motion. Passed 5-1

Attorney David Hogue recommended to change code to reflect how the Business license process is done. Resolution 08-08-2022-Authorizing Execution of recommended ANRC funding- Lisa Thornton motioned to read Resolution 08-08-2022 by title only, Bill Yoes 2nd motion Passed 6-0.
Lisa Thornton motioned to approve Resolution 08-08-2022, Jim Renfrow 2nd motion. Passed 6-0.

Ordinance 364- Police Stipend- Lisa Thornton motioned to place Ordinance 364 on 1st reading by title only, Jim Renfrow 2nd
motion. Lisa Thornton motioned to approve 1st reading, Bill Yoes 2nd motion Passed 6-0.

Lisa Thornton motioned to suspend the rules on the 2nd
and 3rd reading, Jim Renfrow Passed 6-0

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
