July 11, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Rebecca Lawson, Lisa Thornton, Chal Ragsdale, and Jermaine Petty. Larry Forrester- absent

Comments- none

Lisa Thornton motioned to approve June 2022 minutes, Jim Renfrow 2nd motion. Passed 7-0

Lisa Thornton motioned to approve June 2022 treasurer report, Jim Renfrow 2nd motion. Passed 7-0

Court & Police Report-Chief Stout gave report.

Building Inspector Report- Troy Enochs gave report.
Discussion regarding a contract for Building Inspector Troy Enochs and a discussion regarding who sends the Building Inspector out to do inspections. Discussed that according to the City code the Recorder/Treasurer is suppose to issue the Business License.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-none

Unfinished Business:
Update on Wastewater System Rehabilitation Project- Trent Williams with McClelland Consulting Engineering gave update. Carole Jones discussed the Natural Resource Division (NRD) funding application status

Ordinance 361- Planning Chair Wage Compensation- Chal Ragsdale motioned to amend and table it Ordinance 361 until August meeting, Rebecca Lawson 2nd motion. Passed 7-0

New Business:
Discussion: No left turn (2:30-3:30) sign by Greenland School-Officer Underwood wants to have a sign placed on Ross Street from 2:30-3:30pm for dismissal.
Jim Renfrow motioned to place a new time 2:30-3:30pm on the current sign on Ross Street, Lisa Thornton 2nd motion. Passed 7-0

Ordinance 362- Proposed revisions to the zoning use chart in Title 14-Lisa Thornton motioned to place Ordinance 362 on the 1st reading by title only, Jim Renfrow 2nd motion. Passed 7-0
Lisa Thornton motioned to suspend the rules and place Ordinance 362 on the 2nd reading, Jim Renfrow 2nd motion. Passed 7-0

Ordinance 363- Rezoning request for Greenland Acres LLC tract 7-Lisa Thornton motioned place to Ordinance 363 on the 1st reading, Jim Renfrow 2nd
motioned.
Discussion-Mrs. Cooksey is asking if this rezoning is going to effect her family and home. Passed 7-0
Rebecca Lawson motioned to approve the 1st reading, Lisa Thornton 2nd motioned. Passed 7-0
Lisa Thornton motioned to suspend the rules and place Ordinance 363 on the 2nd reading, Rebecca Lawson 2nd motion.

Announcements- Recorder/Treasurer McCard reminded council to pick up packets if they plan to run for their positions.

Citizen comments- Mrs. Cooksey mentioned her concern regarding the composite industry. She also asked for the Greenland officers to come sit at her driveway for speeders.

Bill Yoes made a motion to adjourn, Rebecca Lawson 2nd motion. Passed 7-0

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
