June 13, 2022 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Jim Renfrow, Diane Reed, Bill Yoes, Rebecca Lawson, Lisa Thornton, Jermaine Petty. Larry Forrester, Chal Ragsdale,- absent

Comments- none

Lisa Thornton motioned to approve May 2022 minutes, Jim Renfrow 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve May 2022 treasurer report, Jim Renfrow 2nd motion. Passed 5-0

Court & Police Report- Chief Stout gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-none

Unfinished Business:

Update on Wastewater System Rehabilitation Project- Nick Batker with Mclelland Consulting. Engineering gave update. Nick Batker gave update on the application that was submitted to Natural Resource Division (NRD) for additional funding.

Ordinance 357-Competitive Bidding- Lisa Thornton made a motion to read Ordinance 357 by title only and place on 3rd reading, Rebecca Lawson 2nd motion. Passed 6-0

Ordinance 360- Outdoor Vendor Code- Rebecca Lawson motioned to read Ordinance 360 by title only and place on the 3rd reading, Lisa Thornton 2nd motion. Passed 6-0

Ordinance 361- Planning Chair Wage Compensation-Lisa Thornton motioned to read Ordinance 361 by title only and place on the 2nd reading, Jim Renfrow 2nd motion. Passed 6-0
Lisa Thornton motioned to approve Ordinance 361 by title only, Jim Renfrow 2nd motioned. Passed 6-0.

New Business:
Quit Claim Deed- Resolution 06-13-2022-Rebecca Lawson made a motion to approve Resolution 06-13-2022 by title only, Jim Renfrow 2nd motion. Passed 6-0
Lisa Thornton motioned to approve Resolution 06-13-2022, Jim Renfrow 2nd motion. Passed 6-0

Code Enforcement- Mayor Groom is looking into a code enforcer for the City.

Announcements- Recorder/Treasurer McCard reminded council to pick up packets if they plan to run for their positions.

Citizen comments- Travis Wisenhunt mentioned the blood drive at the West Fork community center.

Rebecca Lawson made a motion to adjourn, Lisa Thornton, 2nd motion. Passed 6-0

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
