Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale. Absent- Jermaine Petty, Mark Herrmann

Comments- Citizen comments on the NO Parking sign on streets. Mayor Renfrow stated that the council did vote to put up NO Parking signs on streets. Citizen asked about the trash service within city limits.

Rebecca Lawson motioned to approve July 2023 minutes, Lisa Thornton 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve July 25, 2023, special meeting minutes, Lisa Thornton 2nd motion. Passed 5-0

Rebecca Lawson motioned to approve July 2023 treasurer’s report, Lisa Thornton 2nd motion. Passed 5-0

Court & Police Report-Chief Stout gave report.

Code Enforcement Report- Larry Norman-absent, Mayor Renfrow gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report- Mayor Renfrow mentioned creating a parks and trails committee.

Unfinished Business:

  • Update on Wastewater System Rehabilitation Project– Trent Williams gave update on sewer project. Rebecca Lawson motioned to allow Mayor Renfrow to accept the $750,000.00 funding for sewer, Lisa Thornton 2nd Passed 5-0
  • Ordinance 367– Noise Ordinance- Lisa Thornton makes a motion to place Ordinance 367 on the 3rd reading by title only, Travis Whisenhunt 2nd Passed 5-0

Lisa Thornton motioned to approve Ordinance 367 by title only, Chal Ragsdale 2nd motion. Passed 4-1

  • Ordinance 368– Annexation of Unincorporated items within City Limits- no action taken
  • Resolution 08-14-2023- Setting a Public Hearing date regarding the annexation of Unincorporated items within City limits-Rebecca Lawson motioned to read Resolution 08-14-2023 by title only, Chal Ragsdale 2nd Lisa Thornton motioned to approve Resolution 08-14-2023, Rebecca Lawson 2nd motion. Passed 5-0
  • Ordinance 369-Swinson Annexation- no action taken

 

New Business:

Announcements- Mayor Renfrow stated that he met with the Homestead Homeowners Association along with Mayor Caudle about annexing into Greenland City limits. Citizens of Homestead are wanting to be annexed into the City of Greenland.

Rebecca Lawson made a motion to adjourn, Chal Ragsdale 2nd motion. Passed 5-0
