Minutes of the Greenland City Council November 14, 2016

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Danny Dutton, Kendra Croddy, Bill Yoes, Justin Reed, Chief Ricker, Danny Wright and various guests. Lisa Thornton came in after approval of October minutes.

Motion by Reed, 2nd by Bryant to approve the October’s council minutes. Motion passes 5-0.

Motion by Bryant, 2nd by Reed to approve the October’s treasurer's report. Motion passes 6-0.

Brenda Reynolds presented the planning commission report.

Mayor Groom presented the building inspector report: 2 electrical permits pulled. 3 building permits pulled.

Chief Ricker presented the court and police report.

Lisa Thornton reported that the Personnel Committee had met and the recommendations are in the

agenda.

Ordinance #322 third reading: Motion by Thornton 2nd by Dutton to read Ordinance #322 by title only.
Motion passes 6-0. Mr. Wright complied. Motion by Thornton 2nd by Dutton to approve the third reading of ordinance #322. Motion passes 5-1 with Reed opposing.

Motion by Thornton 2 nd by Bryant for a one time pay raise in the amount of $300 for full time employees and $150 for part time employees. Motion passes 6-0.

Resolution 11-14- 2016A Personnel Policy Revision- Thornton and Chief Ricker presented proposed changes to the personnel handbook. Motion by Thornton, 2 nd by Reed to read resolution 11-14- 2016A by title only. Motion passes 6-0. Mr. Wright complied. Motion by Thornton, 2 nd by Reed to approve resolution 11-14- 2016A. Motion passes 6-0.

Resolution 11-14- 2016B Attorney Contract- Motion by Thornton, 2 nd by Reed to read resolution 11-14-2016B by title only. Motion passes 6-0. Mr. Wright complied. Motion by Thornton, 2 nd by Reed to approve resolution 11-14- 2016B. Motion passes 6-0.

Resolution 11-14- 2016C Storm water MOU- Motion by Dutton, 2nd by Thornton to read resolution 11-14-2016C by title only. Motion passes 6-0. Mr. Wright complied. Motion by Dutton, 2nd by Reed to approve resolution 11-14- 2016C. Motion passes 6-0.

Announcements: ARML meeting- Need RSVP’s by Dec 12 th . City Christmas party Dec 8 at 6:30. WFFD Christmas party Dec 5 th at 6:30.

Motion to adjourn ay 6:56 by Bryant, 2 nd by Reed. Motion passes 6-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
