Minutes of the Greenland City Council October 10, 2016
Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Danny Dutton, Larry Forrester, Lisa Thornton, Bill Yoes, Mark Myers, Justin Reed, Chief Ricker, Danny Wright and various guests. Kendra Croddy came in after roll call.
Motion by Thornton, 2nd by Dutton to approve the September council minutes. Motion passes 7-0. Croddy was not present until after Treasurer’s report.
Motion by Thornton, 2nd by Dutton to approve the September treasurer’s report. Motion passes 7-0.
Brenda Reynolds presented the planning commission report.
Mayor Groom presented the building inspector report: 1 electrical permit pulled. 1 building permit pulled.
Chief Ricker presented the court and police report.
Motion by Yoes, 2nd by Reed to amend the agenda and move Mr. Hatley from ORT up to the top. Motion passes 8-0.
ORT- Jeff Hatley gave a report on the bus that runs through Greenland several times a day. Greenland ridership is up 16%.
Planning Commission appointment- Mayor recommends Lee Guthrie. Motion by Reed, 2nd by Thornton to appoint Lee Guthrie to the planning commission, term expiring December 31,2017. Motion passes 8-0
Ordinance #322 second reading: Motion by Thornton 2nd by Reed to read Ordinance #322 by title only. Motion passes 8-0. Mr. Wright complied. Mr. Reed brought up concern with the wording in section 1 concerning the terms vegetable matter, leaves and limbs. After discussion motion by Thornton 2nd by Yoes to approve the second reading of ordinance #322. Motion passes 7-1 with Reed opposing.
Resolution 10-10-2016-2.9 mills Motion by Reed, 2nd by Thornton to read resolution 10-10-2016 by title only. Motion passes 8-0. Mr. Wright complied. Motion by Thornton, 2nd by Reed to approve resolution 10-10-2016. Motion passes 8-0.
Tap Grant update- The city was approved for $147,000 grant for a trail around the baseball fields.
Impact Fees: The mayor presented a report that showed Greenland’s impact fees are twice as other cities. He recommends getting rid of our portion of the fees. He will present more information next month.
Motion to adjourn by Thornton, 2nd by Dutton at 6:56. Motion passes 8-0.
