Minutes of the Greenland City Council September 12, 2016

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Danny Dutton, Lisa Thornton, Bill Yoes, Mark Myers, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Bryant 2nd by Thornton to amend agenda to appoint new council member at the beginning of the meeting. Motion passes 6-0. Mayor recommended Larry Forrester. Motion by Thornton, 2nd by Dutton to elect Larry Forrester as new council member, term expiring Dec 31, 2016. Motion passes 6-0. Judge Jones swore Mr. Forrester in.

Motion by Reed, 2nd by Dutton to approve the August council minutes. Motion passes 5-0-3 with the mayor voting and Myers, Thornton and Forrester abstaining.
Motion by Reed, 2nd by Thornton to approve the August treasurer’s report. Motion passes 7-0.
Michael Moore presented the planning commission report.
Mayor Groom presented the building inspector report: 1 electrical permit pulled. 1 building permit pulled.
Chief Ricker presented the court and police report.

Resolution 09-12-2016- Engineer contract with CANTIQUE, LLC. Motion by Thornton, 2nd by Reed to read resolution 09-12-2016 by title only. Motion passes 7-0. Mr. Wright complied. Motion by Thornton, 2nd by Reed to approve resolution 09-12-2016 . Motion passes 7-0.

Opening declared on planning commission. Term expires December 31, 2017

Mr. Reed addressed some concerns he had about location of fire hydrants.

Ordinance #322- Clean up ordinance: Discussion to delete the second half of Section 2. After discussion it was agreed to delete second half of section 2. Motion by Reed 2nd by Thornton to place ordinance #322 as amended on first reading by title only. Motion passes 7-0. Mr. Wright complied. Motion by Thornton, 2nd by Reed to accept ordinance #322 as amended. Motion passes 7-0. Mr. Wright will get amended version to council for the October reading.

Motion by Thornton, 2nd by Dutton to adjourn at 7:15.
