Minutes of the Greenland City Council February 11, 2019

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Larry Forrester, Lee Guthrie, Lisa Thornton, Rebecca Lawson, Bill Yoes, Justin Reed, Chief Ricker, attorney Josh Bailey
and various guests.
Motion by Thornton, 2nd by Reed to approve the January’s council minutes. Motion passes 6-0.
Motion by Thornton, 2nd by Forrester to approve the January’s treasurer’s report. Motion passes 6-0.

Brenda Reynolds presented the planning commission report. The mayor asked for a show of hands for support for the planning commission to look at a new building accessory code. Motion of support 5-1 with Reed opposing.

No building inspector activity.

Chief Ricker presented the court and police report.

Committee Report: None

Park Update: Contract was signed with Parks and Tourism for a matching grant of $54,000 toward reimbursement of the property purchased. A park management plan was received from Game and Fish. We put out bid request to start that process. We are also trying to work out a deal with Game and Fish
to grant them an easement so they can build a road.

Partridge Bridge: Plans are underway to pour a sidewalk over the section on Partridge.

Houses on Tanner/Napier: More discussion on code violations on these streets. The mayor will check with Brad to see if any permits were pulled or inspections done on the house on Napier.

Ordinance #335 Jail Fees: Motion by Thornton, 2nd by Yoes to table the 2 nd reading of ordinance #335.

Mrs. Thornton rescinded her motion. Motion by Lawson to put ordinance #335 on the second reading by title only. Motion fails for lack of a second. Ordinance dies.

Ordinance #336 Liquor by the drink 2nd reading: Motion by Thornton, 2nd by Yoes to place ordinance #336 on second reading by title only. Mr. Bailey read it. Motion by Thornton, 2nd by Yoes to approve the second reading of ordinance #336. Motion passes 6-0. Motion by Thornton, 2nd by Guthrie to
suspend the rules and place ordinance #336 on third reading by title only. ROLL CALL: GUTHRIE Y, REED Y, LAWSON Y, FORRESTER Y, YOES Y, THORNTON Y, Motion passes 6-0. Mr. Bailey read it.

Motion by Thornton, 2nd by Guthrie to approve the third reading of ordinance #336. Motion passes 6-0.

New planning commissioner: Mayor recommends appointing Allen Swearingen to fill in the position that Lee Guthrie stepped down from that expires December 31, 2022. Motion by Thornton, 2 nd by Yoes to appoint Allen Swearingen to fill in the position that Lee Guthrie stepped down from that expires December 31, 2022. Motion passes 6-0.

Resolution 02-11-2019 Adjusting 2018 budget: Motion by Thornton 2nd by Yoes to read resolution 02-11-2019 by title only. Motion passes 6-0. Mr. Bailey read. Motion by Thornton 2nd by Yoes to approve 02-11-2019. Motion passes 6-0.

Community Center Rules: Council decided to allow yard sales to be held at the community center at the same rental rate as other renters.

Building Inspector/Code Enforcer: Brad Smith resigned effective January 31. Council accepted his resignation effective January 31 and rejected his 2nd resignation based on the Mr. Bailey’s advice that because Mr. Smith requested to change the parameters of the job and continue on a temporary basis until March 29. Mrs. Thornton will call a personnel meeting to start the process of hiring a replacement.

Announcements: Ms. Guthrie said Pollard St needs a lot of attention. The mayor said he would look into it. She also requested that the creek that runs under Wilson St across from the duplexes needs to be dredged. The mayor said he would look into it.

Mr. Reed made the council aware of an event called SOARNWA that will take place at Drake Filed Aug 24,2019.

Citizens comments: Troy Enochs spoke up to say that whoever the new building inspector is, he will need the full support of the council. He said we can also send the job notice through the ICC website.

Motion by Yoes, 2nd by Forrester to adjourn at 8:05. Motion passes 6-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
