Minutes of the Greenland City Council January 14, 2019

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Larry Forrester, Lee Guthrie, Beckey Center , Lisa Thornton, Rebecca Lawson, Bill Yoes, Justin Reed, Chief Ricker, new city attorney Josh Bailey and various guests.

Motion by Reed 2 nd by Yoes to appoint Lisa Thornton council chairperson. Motion passes 6-0-1 with Thornton abstaining.

Motion by Thornton, 2nd by Reed to approve the December’s council minutes with noted corrections. Motion passes 7-0.

Motion by Thornton, 2nd by Forrester to approve the December’s treasurer's report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report. Mr. Reed questioned Ms. Guthrie sitting on the planning commission at the Jan 7 meeting. Mrs. Reynolds addressed the question. Ms. Guthrie resigned following the planning meeting.

No building inspector activity.

Chief Ricker presented the court and police report.

Chief Ricker noted that we had a storm water audit and we had no violations.
Committee Report: None Park Update: We have been approved for a matching grant of $54,000 toward reimbursement of the property purchased.

Sewer update: Project is going well, on budget and lift station one is almost complete.

Partridge Sidewalk update: Signs are came in but were worded wrong, they have been reordered.

Citizen is concerned with the lack of plans for a bridge there.

Houses on Tanner/Napier: Mrs. Thornton spoke to the fire Chief of West Fork and he says the accessory building on Tanner St with the deck needs to be gone. He is calling the state inspector with help on the situation. Per our code the fire chief can make him take it down. House on Napier is out of code. Mrs. Thornton and Ms. Guthrie will work on getting some information for letters to be sent out.

Ordinance #334 Adding a planning commissioner 2nd reading: Ms. Guthrie voiced her support of this saying the planning commission has too much work for 5 people. She also stated that if her possibly being appointed was the sticking point she would not serve. Motion by Thornton, 2nd by Forrester to
place ordinance #334 on second reading by title only. Mr. Bailey read it. Motion by Thornton, 2nd by Yoes to approve the second reading of ordinance #334. Motion passes 6-1 with Reed voting no. Motion by Thornton, 2nd by Center to suspend the rules and place ordinance #334 on third reading by title only. ROLL CALL: GUTHRIE Y, REED N, CENTER Y, LAWSON Y, FORRESTER Y, YOES Y, THORNTON Y,
Motion passes 6-1. Mr. Bailey read it. Motion by Thornton, 2nd by Guthrie to approve the third reading of ordinance #334. Motion passes 6-1 with Reed voting no.

Ordinance #335 Jail Fees: Motion by Thornton, 2nd by Yoes to table the 2 nd reading of ordinance #335 Motion passes 7-0.

Resolution 01-14-2019 Task order 2019-001 Sewer: Motion by Thornton 2nd by Reed to read resolution 01-14-2019 by title only. Motion passes 7-0. Mr. Bailey read. Motion by Thornton 2nd by Forrester to
approve 01-14-2019. Motion passes 7-0.

Ordinance #336 Liquor by the drink first reading: Motion by Thornton, 2nd by Reed to place ordinance #336 on first reading by title only. Mr. Bailey read it. Motion by Thornton, 2nd by Yoes to approve the second reading of ordinance #336. Motion passes 7-0. 2 nd reading in February.

Announcements: We have 2 positions open on the planning commission. They will be advertised and then filled at the next meeting.

Citizens comments: Ms. Thornton got a complaint from a citizen about the inoperable vehicles at Gateway church. Mrs. Reynolds also says there are a couple of lights at TOBOS that are blinding the roadway at night. Chief Ricker said he would look into both and letters would be sent.

Motion Thornton, 2nd by Yoes to adjourn at 8:03. Motion passes 7-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
