Minutes of the Greenland City Council December 10, 2018

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Larry Forrester, Danny Dutton, Beckey Center , Lisa Thornton, Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright
and various guests.

Motion by Thornton, 2nd by Reed to approve the November’s council minutes. Motion passes 6-0-1 with Yoes abstaining.

Motion by Thornton, 2nd by Forrester to approve the November’s treasurer's report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report. Mr. Reed questioned some points of the proposed By-laws. Mrs. Reynolds addressed the question. The section about recusal will be re-worded.

No building inspector activity.

Chief Ricker presented the court and police report.

Committee Report: None

Park Update: ADEQ has approved the park plans. A master plan is in the works.
Sewer update: New pumps will be in installed soon.

Partridge Bridge update: Signs are coming in, curb has been painted.

House on Tanner: Mrs. Thornton is working with the fire Chief of West Fork to coordinate looking at the properties in question that are not within our city code. This property is on the list to be looked at. Mr. Reed stated we should just let it go. Mr. Wright reminded him that as a city council, they are sworn to uphold all city ordinances. Motion to table by Yoes, 2 nd by Reed. Motion passes 7-0.

Resolution 12-10-2018 Motion by Thornton 2nd by Dutton to read resolution 12-10-2018 by title only. Motion passes 7-0. Mr. Wright read. Motion by Thornton 2nd by Forrester to approve 12-10-2018.
Motion passes 7-0.

Ordinance #334 Adding a planning commissioner: Motion by Thornton, 2nd by Center to place ordinance #334 on first reading by title only. Mr. Reed addressed something that happened at the November planning meeting and his concerns about the current planning commission. After that discussion, motion passes 5-2 with Reed and Lindabury voting no. Mr. Wright read it. Motion by Thornton, 2nd by Center to approve the first reading of ordinance #334. Motion passes 5-2 with Reed
and Lindabury voting no. Motion by Thornton, 2nd by Center to suspend the rules and place ordinance #334 on second reading by title only. ROLL CALL: DUTTON Y, REED N, CENTER Y, LINDABURY N,
FORRESTER Y, YOES Y, THORNTON Y, Motion fails 5-2. 2 nd reading at January’s meeting.

Ordinance #335 Jail Fees: Motion by Thornton, 2nd by Center to place ordinance #334 on first reading by title only. Motion passes 7-0. Mr. Wright read it. Motion by Thornton, 2nd by Yoes to approve the first reading of ordinance #335. Motion passes 7-0.

Announcements: ARML meeting January 16-18. Mayor recognized Danny Dutton for his 16 years on council and Pat Lindabury for her 2 years.
Citizens comments: Charlotte Carnes on who bears responsibility to repair a destroyed mailbox. Mr. Forrester wanted clarification on if a city council person can attend planning meetings. Mr. Wright said there was no problem as long as city council business wasn’t discussed between other councilmen. Mr.
Reed asked Mr. Yoes his opinion if there were irregularities at the November planning commission meeting. Mr. Yoes agreed there were.
Motion Dutton, 2nd by Thornton to adjourn at 7:08. Motion passes 7-0.

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
