October 11, 2021 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Chal Ragsdale, Jim Renfrow, Bill Yoes, Lisa Thornton, Jim Renfrow on zoom, Rebecca Lawson-absent, Diane Reed-absent Justin Reed-resigned

Comments-none

Lisa Thornton motioned to approve September minutes,  Chal Ragsdale 2nd motion. Passed 5-0

Lisa Thornton motioned to approve September treasurer report, Jim Renfrow 2nd motion. Passed 5-0

Court & Police Report-Chief gave report.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. Notice Requirement discussion asking council to update the code. 

Committee Report-none

Council Position (Ward 3) resignation/appointment- Justin Reed resigned Ward 3 Position 2. 

Mayor Groom gave everyone Jermaine Petty’s application for Ward 3 Position 2. 

Bill Yoes motioned to appoint Jermaine Petty to Ward 3 Position, Chal Ragsdale 2nd motion. Passes 5-0

Mayor Groom swore in Jermaine Petty as our new Council member. 

School Mou- Lisa Thornton motioned to read Resolution 10-11-2021A by title only, Chal Ragdale 2nd motion. Passes 6-0 

Lisa Thornton motioned to approve Resolution 10-11-2021A, Jim Renfrow 2nd motion. Passes 6-0

2022 Tax Levy- Lisa Thornton motioned to read 10-11-2021B and keep at 2.9 mills, Jim Renfrow 2nd motion. Passes 6-0

Lisa Thornton motioned to approve Resolution 10-11-2021B, Jim Renfrow 2nd motion. Passed 6-0

ARPA (Arkansas Rescue Plan Act) Money- Lisa Thornton motioned to read Resolution 10-11-2021C, Jim Renfrow 2nd motion. Passed 6-0

Jim Renfrow motioned to approve Resolution 10-11-2021C as amended to say next year , Chal Ragsdale 2nd motion. Passed 6-0

Community Center-table it for November meeting. Bill Yoes mentioned putting an announcement out for the public to give their opinion on what they want the use for the Community center to be.

Discussion of Future Land Use Map and Master Street Plan update-Carole Jones gave update.

Update on Wastewater System Rehabilitation Project- David Meints with McClelland Consulting Engineers, Inc gave the update. 

Announcements-none

Citizen comments-Monte Scott on Barrett Lane mentioned a concern about weed abatement, wildlife control, and drainage issues due to Morningside LLC property.

Jody Baker lives off of north Crider street, Diane and Pollard St and is very uneven and it is a concern. 

Bill Yoes motioned to adjourn, Larry Forrester 2nd motion. Passed 6-0

Fmr Mayor Bill Groom

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
