November 8, 2021 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Jim Renfrow, Diane Reed, Bill Yoes,
Lisa Thornton, on zoom, Jermaine Petty, Rebecca Lawson. Chal Ragsdale-absent

Comments- Wayne Mays from Chamber of Commerce gives discussion on Heartland Advanced Medical Manufacturing Regional Cluster (HAMMRC).

Rebecca Lawson motioned to move Irene 2 LLC Rezoning Ordinance up on the agenda, Bill Yoes 2nd, motion Passed 7-0.

Irene 2 LLC Rezoning Ordinance- Jim Renfrow motioned to place Ordinance 356 on the 1st reading, Rebecca Lawson 2nd motion. Passed 7-0

Lisa Thornton motioned to accept the 1st reading of Ordinance 356, Jim Renfrow 2nd motion. Passed 7-0

Rebecca Lawson motioned to suspend the rules and place Ordinance 356 on the 2nd reading by title only. Jim Renfrow 2nd motion. Larry Forrester-yes, Jim Renfrow-yes, Diane Reed-yes, Bill Yoes- yes, Lisa Thornton-yes, Jermaine
Petty- yes, Rebecca Lawson-yes.

Rebecca Lawson motioned to accept the 2nd reading of Ordinance 356 by title only, Jim Renfrow 2nd motion. Passed 7-0

Lisa Thornton motioned to accept the 3rd reading of Ordinance 356 by title only, Rebecca Lawson 2nd motion. Passed 7-0

Tim Lemons with Lemons Engineering Construction, Inc. spoke and handed out map to council to look over with the projected rezoning to single family residential (R-1). Improvement and water and sewer the
development will be in charge of taking care of those. Growth increases tax base in your city.

Max Deitchler an attorney with Kutack Rock presented on behalf of Walker properties would like to oppose the request for rezoning of Irene 2 LLC. Encouraged the council to walk the property.
Pamela Horn- stated she understands the city needs to grow and is concerned with the bridge not being fixed and more homes being built.
Jim Renfrow mentioned the city looking into the on bridge that accesses the Horn’s property.

Jim Renfrow motioned to approve October minutes, Lisa Thornton 2nd motion. Passed 5-0

Lisa Thornton motioned to approve October treasurer report, Jim Renfrow 2nd motion. Passed 7-0

Court & Police Report-Chief gave report. Chief asked for permission for a new patrol car. Rebecca Lawson to place a new patrol car purchased on 2022 budget, Jim Renfrow 2nd motion. Passes 7-0

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. Discussion regarding Lot Split code page 255.1 G. An ordinance will be on the agenda for December on the Lot Split code.

Discussion on Natural State Smokehouse BBQ stand still remaining non compliant with the sign permit and Attorney David Hogue did recommend going ahead and sending Business license renewal letter.

Committee Report-none

Update on Wastewater System Rehabilitation Project- Nick Batker with McClelland Consulting Engineering gave update. Nick mentioned talking with Greenland School district to discuss new lift
station siting.

Community Center-table it to December

One time pay raise- Rebecca Lawson motioned to approve $2500 to full time employees and $1250 for part time employees from the General Fund, Jim Renfrow 2nd motion. Passes 7-0

Notice Requirement Discussion-Attorney David Hogue will draft an ordinance for revision to sign code notice provisions.

Discussion of Future Land Use Map and Master Street Plan update-Carole Jones gave update.

Announcements-Lisa Thornton asked about the brush pile and Jim Renfrow gave update on getting it taken care of.

Citizen comments- Chantal Renfrow mentioned that if any council members and citizens would like to help stock the food pantry located at the community center that would be very helpful.

Jim Renfrow motioned to adjourn, Rebecca Lawson 2nd motion. Passed 7-0
