December 13, 2021 Council Meeting Minutes

Meeting called to order at 6:02pm

Those in attendance Mayor Groom, Misty McCard, Larry Forrester, Jim Renfrow, Diane Reed, Bill Yoes, Jermaine Petty, Rebecca Lawson, Chal Ragsdale. Jim Renfrow and Lisa Thornton- zoom

Comments- none

Lisa Thornton motioned to approve November minutes, Diane Reed 2nd motion. Passed 6-0

Lisa Thornton motioned to approve November treasurer report, Diane Reed 2nd motion. Passed 6-0

Court & Police Report-Chief gave report.

Mayor Groom mentioned that Boston Mountain Solid Waste plans to place a trailer at the recycle center for cardboard until after January.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report. Brenda Reynolds and Carole Jones mentioned that the city needs to budget more money for a full time position to handle Planning and in that position the person needs to learn the city code. Carole Jones mentioned when the sewer system is done then the city is going to get really busy with Planning.
The city plans to call around and see what the other cities are doing regarding Planning staff.
Brenda Reynolds and Carole Jones would like the website to have a search feature on our city website to help citizens find Planning information and the city code.
They mentioned Pamela Skinner to come to Planning meetings.
They discussed adding approval of previous Planning meeting minutes to agenda.

Committee Report-none

Unfinished Business
Update on Wastewater System Rehabilitation Project- Nick Batker with McClelland Consulting Engineering gave update. Status update in the packet.
Carole Jones mentioned passing an Ordinance in 2022 for the $6 a month to the sewer bill.

Notice Requirement Discussion- discussed information

Community Center-tabled for January meeting

New Business

2022 Budget Resolution-
Lisa Thornton made a motion to read Resolution 12-13-2021 by title only, Jim Renfrow 2nd motion. Passes 8-0
Lisa Thornton made a motion to approve Resolution 12-13-2021, Jim Renfrow 2nd motion.
Discussion
Passes 8-0

Competitive Bidding Ordinance 357-tabled for January meeting

Appoint Planning Positions- Jim Renfrow made motion to appoint Michelle Cate to the vacant spot on planning, Larry Forrester 2nd motion. Passes 5-3 abstained

Treasurer Retirement Information-tabled to January meeting

Announcements-none

Citizen comments- none

Diane Reed motioned to adjourn, Rebecca Lawson 2nd motion. Passed 7-0

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
