October 9, 2023 Council Meeting Minutes

Meeting called to order at 6:00pm

Those in attendance Mayor Jim Renfrow, Misty McCard, Rebecca Lawson, Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Jermaine Petty

Absent-Mark Herrmann

Comments-

Rebecca Lawson to approve September 2023 minutes, Travis Whisenhunt 2nd motion.  Passed 6-0

Rebecca Lawson motioned to approve September 2023 treasurer’s report, Chal Ragsdale 2nd motion. Passed 6-0

Court & Police Report-Chief Stout gave report. Chief Stout stated that the department is currently using the newly purchased body cameras. Chief Stout introduced Officer James Morse to the city council.

Code Enforcement Report- Larry Norman gave report. Diane Reed mentioned giving more detail on the code enforcement reports.

Building Inspector Report- Troy Enochs gave report.

Planning Commission Report- Brenda Reynolds gave report.

Committee Report-

Unfinished Business:

  • Update on Wastewater System Rehabilitation Project– Trent with McClelland gave update and stated that we are waiting on the funding signatures and should be receiving a letter soon.

 

New Business:

  • Audit Report-Mayor Renfrow let the council know we had our exit interview with the auditor and everything went well.

 

  • Resolution 10-9-2023A-Tax Mill Rate-

Rebecca Lawson made a motion to read Resolution 10-9-2023A by title only sitting the rate at 2.8 mills, Lisa Thornton 2nd motion.

Rebecca Lawson motioned to approve Resolution 10-9-2023A, Jermaine Petty 2nd motion. Pass 7-0

  • Resolution 10-9-2023B- Sunday Alcohol Sales-

Rebecca Lawson made a motion to read Resolution 10-9-2023B by title only, Lisa Thornton 2nd motion.

Rebecca Lawson motioned to approve Resolution 10-9-2023B, Lisa Thornton 2nd motion. Passed 6-1

  • Ordinance 372- Flood Damage Prevention-

Rebecca Lawson made a motion to place Ordinance 372 on the 1st reading  by title only, Jermaine Petty 2nd motion.

Rebecca Lawson made a motion to approve Ordinance 372 by title only, Lisa Thornton 2nd motioned. Passed 7-0 

  • Ordinance 373-Amending Municipal Code Title 5-

Diane Reed motioned to place Ordinance 373 on the 1st reading by title only, Travis Whisenhunt 2nd motion.

Lisa Thornton motioned to approve the 1st reading of Ordinance 373 by title only, Diane Reed 2nd motion.

Lisa Thornton motioned to place Ordinance 373 on the 2nd reading by title only, Diane Reed 2nd motion.

All yes- Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Jermaine Petty Passed 6-0

Lisa Thornton to approve the 2nd reading on Ordinance 373 by title only, Diane Reed 2nd motion.

Lisa Thornton motioned to suspend the rules and place Ordinance 373 on the 3rd reading by title only, Diane Reed 2nd motion.

All yes- Lisa Thornton, Bill Yoes, Diane Reed, Travis Whisenhunt, Chalon Ragsdale, Jermaine Petty

Lisa Thornton motioned to approve the 3rd reading of Ordinance 373 by title only, Diane Reed 2nd motion. Passed 6-0

Citizen comments-Diane Reed wants Ordinance 305 to be put in November’s council packet.

Mayor Renfrow updated the City Council that the city is purchasing a new codification company called Municode.

Travis Whisenhunt gave an update on ISO rating.

Diane Reed made a motion to adjourn, Lisa Thornton 2nd motion. Passed 6-0
