Minutes of the Greenland City Council September 11, 2017

Meeting called to order at 6pm. Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Thornton, 2nd by Reed to approve the August council minutes. Motion passes 7-0.

Motion by Thornton, 2nd by Reed to approve the August treasurer's report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report.
Building Inspector Report: 1 building permit pulled.
Chief Ricker presented the court and police report.

Motion by Dutton, 2 nd by Bryant to amend the agenda and move Ordinance #326 up followed by resolution for Task Order. Motion passes 7-0.
Ordinance #326 Bonds: Motion by Dutton, 2nd by Thornton to place ordinance #326 on first reading by title only. Motion passes 7-0. Mr. Wright read it. Motion by Dutton, 2nd by Bryant to approve the first reading of ordinance #326. Motion passes 7-0.

Motion by Thornton, 2nd by Bryant to suspend the rules
and place ordinance #326 on second reading by title only. ROLL CALL: DUTTON Y, REED Y, CENTER Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y, Motion passes 7-0. Mr. Wright read it. Motion by Dutton, 2nd by Bryant to approve the second reading of ordinance #326. Motion passes 7-0.

Motion by Dutton, 2nd by Thornton to suspend the rules and place ordinance #326 on third and final reading by title only. ROLL CALL: DUTTON Y, REED Y, CENTER Y, FORRESTER Y, YOES Y, THORNTON Y, BRYANT Y,

Motion passes 7-0. Mr. Wright read it. Motion by Dutton, 2nd by Forrester to approve the third reading of ordinance #326. Motion passes 7-0. Motion by: Thornton, second by Dutton TO READ AND ENACT THE EMERGENCY CLAUSE. ROLL CALL: DUTTON Y, REED Y, CENTER Y, FORRESTER Y, YOES Y-N,
THORNTON Y, BRYANT Y. MOTION CARRIES 7-0. Mr. Wright read.

Motion by Thornton, second by
Dutton TO ADOPT THE EMERGENCY CLAUSE. ROLL CALL: DUTTON Y, REED Y, CENTER Y, FORRESTER, YOES Y, THORNTON Y, BRYANT Y. MOTION CARRIES 7-0. Resolution #09-11- 2017A- Task Order Motion by Thornton, second by Reed to read resolution 09-11- 2017A by title only. Motion passes 7-0. Mr. Wright read.

Motion by Thornton, second by Reed to approve resolution 09-11- 2017A. Motion passes 7-0.

Culver Property: Mayor updated that we are under contract for it with contingencies. Motion by Dutton, second by Bryant to read resolution 09-11- 2017B by title only. Motion passes 7-0. Mr. Wright read. Motion by Thornton, second by Dutton to approve resolution 09-11- 2017B. Motion passes 6-1
with Reed opposing.

Ordinance #324A- third reading: Motion by Thornton, 2nd by Dutton to place ordinance #324A on third and final reading by title only. Motion passes 7-0. Mr. Wright read it. Motion by Dutton, 2nd by Thornton to approve the third reading of ordinance #324A. Motion passes 6-1 with Reed opposing.

Announcements: Mayor announced the annex was approved by the county judge on 9/7/2017. We have to wait 30 days from the filing to take any action.
Motion to adjourn at 7:22 by Thornton, 2 nd by Bryant. Motion passes 7-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
