Minutes of the Greenland City Council October 09, 2017

Meeting called to order at 6pm. Those in attendance:  Stephanie Sharp, Eric Bryant, Larry Forrester, Danny Dutton, Beckey  Center, Lisa Thornton(came in during planning report), Bill Yoes, Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.  

Motion by Dutton,  2nd by Bryant  to approve the September’s  council minutes after 2 amendments by Reed. Motion passes 6-0-1 with Lindabury abstaining.

Motion by Dutton,  2nd by Forrester  to approve the September’s  treasurer’s report. Motion passes 7-0.

Brenda Reynolds presented the planning commission report.  Handed out email and comments on proposed alcohol ordinance.  Mrs. Reynolds stated the planning commission will not be taking on this type of project in the future. Reviewed possible solar garden project. Reviewed  lot split on Avery Johnson’s property. No action on either.

Building inspector report:  1 building permit pulled for a remodel.

Chief Ricker presented the court and police report.

Alcohol Issue Update: Mr. Wright will review planning’s recommendations.

Resolution 10-09-2017A Setting Millage Rate: Motion by Thornton, 2nd by Reed to read Resolution 10-09-2017A by title only. Motion passes 8-0. Mr. Wright read. Motion by Thornton, 2nd by Yoes to approve Resolution 10-09-2017A. Motion passes 8-0.

Resolution 10-09-2017B Supporting Internet Tax: Motion by Dutton, 2nd by Thornton to read Resolution 10-09-2017B by title only. Motion passes 8-0. Mr. Wright read. Motion by Dutton, 2nd by Thornton to approve Resolution 10-09-2017B. After discussion with Reed and Bryant speaking against it. Motion fails 2-6 with Dutton and Thornton supporting it.

Storm Water MOU:  Chief presented. Motion by Dutton, 2nd by Thornton to read Storm Water MOU by title only. Motion passes 8-0. Chief Ricker read it. Motion by Thornton, 2nd by Dutton to approve Storm Water MOU. Motion passes 8-0.

Announcements: ARML winter meeting in Ft Smith in January.

Citizen Comments: Dave Karnes comments on solar farm, he is against this development and wants it used for businesses.   Larry Kennedy spoke against the proposed  music venue.  Rose also had concerns on the proposed music venue.

Mrs. Lindabury wanted to publicly thank Chief Ricker, Officer Carnahan, Fire Chief Mark Myers and Travis Whisenhunt for their quick response when she called 911 when her  husband collapsed.

Motion to adjourn at 6:59 pm by Dutton, 2nd by Thornton. Motion passes 8-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
