Minutes of the Greenland City Council November 13, 2017

Meeting called to order at 6pm.

Those in attendance: Bill Groom, Stephanie Sharp, Eric Bryant, Danny Dutton, Beckey Center, Lisa Thornton, Bill Yoes (came in during planning report), Pat Lindabury, Justin Reed, Chief Ricker, Danny Wright and various guests.

Motion by Thornton, 2nd by Reed to approve the October’s council minutes. Motion passes 6-0.

Motion by Thornton, 2nd by Reed to approve the October’s treasurer’s report. Motion passes 6-0.

Brenda Reynolds presented the planning commission report. There will be a public hearing on the use chart in December.

Building inspector report: no activity.

Chief Ricker presented the court and police report.

Motion by Thornton, 2nd by Bryant to amend the agenda and move the proposed annexation up next. Motion passes 7-0.

Resolution 11-13- 2017 Annexation: After discussion, Motion by Thornton, 2nd by Center to read Resolution 11-13- 2017 by title only. Motion passes 7-0.

Mr. Wright read. Motion by Thornton, 2nd by Yoes to approve Resolution 11-13- 2017. Motion passes 7-0.

Alcohol Issue Update: Planning has passed it back to Mr. Wright.

Culver Property Update: Letter in packet from Mayor with a detailed vision.

Noise Ordinance update: After discussion Mr. Reed made a motion to see if council was in favor of having a noise ordinance, 2nd by Lindabury. Motion fails 3-4, with Center, Dutton, Bryant and Thornton opposing.

One time pay raise: Motion by Thornton, 2nd by Reed to give a one time pay raise to full time employees in the amount of $300 and part time $150. Motion passes 7-0.

Announcements: ARML winter meeting in Ft Smith in January.
Motion to adjourn at 6:59 pm by Thornton, 2nd by Bryant. Motion passes 7-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
