Meeting called to order at 6:00 PM
Members present: Brenda Reynolds, Paula Schoonover, Charlotte Carnes, Hunter Collins, Ben Maddox, Bill Yoes
The first 30 minutes is devoted to the Future Land Use Map with public input/comments. Carole Jones to present and answer concerns.
- Public Hearing: Greenland Acres LLC N Campbell Rd/W Napier Dr Lot Split
Heath Myers with Blew and Associates. Asking to split two parcels into seven parcels. The property is approximately 35.5 acres. All tracts have public access. No public comment.
2. Public Hearing: Greenland Acres LLC N Campbell Rd/W Napier Dr Rezoning Request
This request is to rezone from C-2 to I-1 industrial. There is a 3-acre tract that will be left as C-2 due to the minimum 5 acre lot requirement for I-1. No public input. Mr. Maddox asked about the I-1 causing an island between C-2 zones. This was deemed not an issue.
3. Greenland Acres LLC – N Campbell R/W Napier Dr Lot Split
No planning comments.
Motion to approve Carnes, second Collins. Passed 5-0.
4. Greenland Acres LLC – N Campbell Rd/W Napier Dr Rezoning Request
Motion by Schoonover, Second Carnes. Motion approved. 5-0.
5. Public Hearing: Burton Pools and Spas Large Scale Development S Lillie Ln
Jarod Inman with Jorgensen and Associates to present. Adequate parking has not been provided. An additional ADA space would be needed. There is a sliding gate cutting off a minimum of 8 parking spaces. A variance request must be made after planning approval. Landscaping on the west side of the property was discussed. No public comment.
6. Burton Pools and Spas – Large Scale Development S Lillie Ln
Motioned by Maddox, Second Schoonover. Motion approved 5-0.
7. Natural State BBQ – Sign Compliance
He claims he handed the Mayor his $50 fee and the sign compliance paperwork. The Mayor agreed that he turned in his paperwork a week ago. He is wanting to know what type of foundation is needed to put up his temporary building. He has purchased a building that is pre-made but the building is not to be treated as a temporary building. He is advised that he must meet the compliance of a C-3 zone. There must be a continuous foundation for the building to be considered safe. He advised the foundation is the only bottleneck for him to be able to continue with his business. His engineer has been advised about the landscape code. The sign and the landscaping needs to be shown on the site plan so that a cohesive picture can be made. No more public or planning comments. He has been advised to meet with the building inspector to understand the type of foundation needed for his building.
8. Public Comment
Monty Scott lives on Barrett Lane. He owns 1.75 acres. He wants to sell off the back side of his property. He is suggesting splitting his lot, sell off the back side of his property and keep the portion that has his home. He is requesting a lot line adjustment so that he can sell the property to his neighbor. 1.1 acres will be sold to his neighbor. He was advised to pick up a lot line adjustment packet from City Hall and to get a survey done for his property.
There is public comment on the carved sign across from Tobo’s gas station on West Wilson St. This is an off-premises sign that is advertising a business that does not conduct business in that location. It needs to be removed. The building inspector and the Mayor have been asked to deal with the situation by removing the carving.
