Planning Commission Minutes
Monday, June 4, 2018
6:00 PM at City Hall
The Commission reserves the right to reprioritize its consideration of the items on the agenda. Commissioners present: Brenda Reynolds, Bill Yoes, Charlotte Carnes, Lee Guthrie, Paula Schoonover. Called meeting to order at 6:00 p.m.
1. Public Hearing: White River Landing LSD
Tina Ford, Project Manager: This project is in the planning area and on the cusp of the Fayetteville planning area. Went through Fayetteville’s process already. Site already has water service and will extend to barn on the right side. Wedding and event center, for gatherings such as reunions, picnics, weddings, etc. There will be an area below for volley ball and a walk path to the river. The capacity is 100, due to size. Installing a dry hydrant to existing pond (never has gone dry even in drought of 2012). Fire Marshall found it sufficient.
Parking count is approximately 60. Also an overflow for six cars. Maximum of 3 events a week, agreed to with the county to mitigate flow for neighbors. They plan to build on to the existing building, a 30×16.5 addition.
Family owned and run to ensure all goes well at the events.
Greenland City Engineer’s report stated no issues with the plan. Traffic report did say
there would need to be stripping where it came out on Shaffer for traffic control. Expect to be operational year-round.
The owners are doing all they need to do with planning, etc., so that when the lawsuit is settled they can go forward or forget it.

Nancy Hartney: 574 N. Shaffer Road.
Q: Does Greenland have a LSD policy for planning area? No. Does Greenland want to abolish the zoning criteria along business 71?
A: Our zoning along Hwy 71, is planned C1 (small scaled commercial). This type of
establishment would be permitted in that area.
Pat Watkins: land joins the facility on the west
She is in favor of this type of facility. She will support them at the WACO public meeting. Andrea Hodges: 5340 S. Schaffer, property is on a curve to the west of the property. Concern is with the traffic
Incompatible with zoning. Road is too narrow. Owner said county staff required a traffic engineer. Engineer determined that it was adequate. Possible they will pave the rest of the road.
Robert Hartney: Shaffer road resident, 2/3’s of a mile from the property. Weddings
serve booze. His concern is dangerous drivers due to alcohol.
Nancy Hafliger, lives ½ mile from facility: concern with peace and quiet with music, etc. Also septic system is close to river.
Neighbors concerned with fencing being put in due to trees to be cut down. Landscape landscaper hired to do a landscape plan to buffer property from neighbors. There will be no music outside of the building.
Fred McDaniel, right across from it. Noise, alcohol and traffic.
Steve Hafliger: it’s not compatible with all the other properties.
Owner remarks: There is a business ½ mile from the facility: Ross Equipment, Mr.
McDaniel has a heavy equipment moving company, and an agri business.
