Planning Meeting
March 7, 2022;
Meeting called to order at 6:00 P.M.

Members Present: Brenda Reynolds, Hunter Collins, Bill Yoes, Charlotte Carnes, Ben Maddox, Michele Cate
1. Public Hearing – A Ventureland LLC, 492 N. Main, Lot Line Adjustment
• No persons present. No public comment. This is for a technical matter to clear up the availability for sewer. Applicant previously presented to PC, so PC had all necessary information prior to this meeting to be able to render a decision.

No discussion. No public comment. Yoes motioned to approved, second by Maddox. Approved 5-0. Reynolds to send email to Mrs. Jones to ensure she is aware of approval.

5. A.) Bruce Bradshaw, 501, 541, 543 Main Street
Applicant requested to be removed from the agenda.
B.) Mike Sovian, Commercial Property, N. Campbell: Not present.
6. Public Comment
Brock Emmanuel: 215 S Peirson Avenue. 4 acres. He has owned the property for 7 years, broken into 3 lots. The property line was re-surveyed and it was discovered the property line between his and the City park was 8’-9’ off. There is a house currently located approximately 1 1⁄2 feet from the property line. It has been on the property for 20+ years. He is requesting a lot line adjustment. There are three separate homes on the property. Chair informed Mr. Emmanuel
that PC and Council will need to speak with the City Attorney to determine if the lot line adjustment would be the proper legal recourse.
Jonathan Caudle: 717 Wilson Avenue. Requesting information to obtain a permit to build a tiny house (prefab storage building with front porch). PC instructed him of the City Code which he can pick up at the City Hall and directed him to speak with the Building Inspector.
John Holmberg: 10504 N Highway 265 (old soap factory south of Sonic). A biotech company wants to purchase his building at this location to produce medical equipment. They want to expand to build a laboratory and public office. This will effectively split the building in half, but the portion where the division would occur is an open-air patio and would not divide the “actual building.” There is currently a driveway with easement running through the north side of tract 1. The proposal is to run the easement through the north and west side of tract 1 to tract 2. Tract 2 has enough frontage but the curve of the highway creates a hardship and a dangerous curve exit for the property. Mr. Holmberg was instructed that the driveway would require a variance for the extended driveway and easement. He would also need to submit a lot split. These two
applications would be contingent upon another due to the necessity for access for the tract to be split.
