WASTEWATER SYSTEM REHABILITATION PROJECT

The City of Greenland collects wastewater from its customers through a network of gravity mains and utilizes Lift Station 18 to convey sewage to the City of Fayetteville’s Noland treatment facility for regional treatment and discharge. Lift Station 18, located east of the Greenland School District near
N. Sandy Avenue, was installed circa 1977. The lift station and its corresponding force main are over 40 years old and are approaching or exceeding the end of their useful life. In addition, the existing lift station and force main are nearing capacity, especially during wet weather flows.
The city applied for funding in an amount of $4,360,300 from the Arkansas Natural Resources Commission. The Arkansas Department of Agriculture Natural Resources Division recommended approval of a loan in an amount up to $2,742,866 and a loan with principal forgiveness in an amount
up to $1,617,434 (for a total amount of $4,360,300). The funding recommendation was made under the condition that a minimum monthly wastewater (sewer) surcharge of $35.60 per bill per month be
added to the amount normally charged by the City of Fayetteville for wastewater services provided to Greenland customers.
The Greenland City Council approved allocation of funds in the amount of $550,000 per Resolution 02-08-2021A on February 8, 2021 for the future wastewater system rehabilitation project. The Arkansas Department of Agriculture Natural Resources Division revised their funding
recommendation based on the city’s contribution of $550,000 to the project. The division recommended approval of a loan in an amount up to $2,192,866 and a loan with principal forgiveness in an amount up to $1,617,434 (for a total amount of $3,810,300). The funding recommendation was made under the condition that a minimum monthly wastewater surcharge of $16.00 per bill per month be added to the amount normally charged by the City of Fayetteville for wastewater services provided to Greenland customers.
The total amount of additional wastewater surcharge per bill per month is expected to be $16.00. The Greenland City Council approved Ordinance Number 350 on January 11, 2021 to increase the city’s wastewater surcharge by $10.00 per bill per month effective March 1, 2021. The additional $6.00 per
bill per month is expected to be implemented in 2022.
