Minutes of the Greenland City Council November 9, 2015

Meeting called to order at 6pm

Those in attendance: Mayor Groom, Stephanie Sharp, Eric Bryant, Kathy Hudson, Danny Dutton, Kendra Croddy, Lisa Thornton, Bill Yoes, Mark Myers, Danny Wright, Chief Ricker and various guests. Motion by Thornton to approve the  October council minutes, 2nd by Hudson. Motion passes 6-0-1 with Bryant abstaining.

Motion by Thornton to approve treasurer’s report, 2nd by Dutton. Motion passes 7-0.
Planning Commission report presented by Mr. Yoes.
Building Inspector report presented by Mayor Groom. No new permits.
Chief Ricker presented the Court and Police Report.

Sewer Upgrade Update: Mayor has a meeting with engineers on Thursday.
Exercise Equipment  Update: Chief stated that the previously approved bid did not include signs. New bid is now $16,200. Motion by Thornton, 2nd by Croddy to accept the new bid. Motion passes 7-0.

2016 Budget- Presented to council for review and to be voted on at December meeting.
One Time Pay Raise: Motion by Thornton, 2nd by Bryant to approve one time pay raise of $150 for part time and $300 for full time employees. Motion passes 7-0.

Community Center Holiday Rates:  After discussion, motion by Dutton, 2nd by Hudson to increase the rates at the community center to $100 per day on any holiday regardless of day of the week beginning in 2016. Motion passes 7-0.

New Patrol Vehicle:  Chief Ricker requested the council’s approval for a new 2016 Ford SUV for about $26,000 for next year’s budget. Motion by Thornton, 2nd by Dutton to approve the purchase of a new police vehicle. Motion passes 7-0.

Ordinance #321- Washington County Regional Ambulance Agreement- Motion by Thornton, 2nd by Dutton to place ordinance #321 on the first reading by title only. Motion carries 7-0. Mr. Wright complied. Motion by Dutton, 2nd by Thornton to accept the first reading of Ordinance #321. Motion carries 7-0. Motion by Thornton, 2nd by Bryant to suspend the rules and place ordinance #321 on the 2nd reading by title only. Roll Call: Dutton- Y, Croddy-Y, Myers-Y, Hudson-Y, Yoes-Y, Thornton- Y, Bryant-Y. Motion carries 7-0. Mr. Wright complied. Motion by Dutton, 2nd by Thornton to accept the second reading of ordinance #321 by title only. Motion carries 7-0. Motion by Thornton, 2nd by Yoes to suspend the rules and go to third and final reading by title only. Dutton-Y, Croddy-Y, Myers-Y, Hudson-Y, Yoes-Y, Thornton-Y, Bryant- Y. Motion carries 7-0. Mr. Wright complied. Motion by Dutton, 2nd by Thornton to accept Ordinance #321 by title only. Motion passes 7-0.

Announcements: Meeting at 7pm in December due to city Christmas party at 5:30 at community center.

Motion by Thornton to adjourn at 6:55, 2nd by Bryant. Motion passes 7-0.

Our former Mayor, Bill Groom passed away unexpectedly just a few weeks after leaving office. Bill had his heart set on spending more time with his wife and family members after twelve years as our Mayor, and two years spent on the city council.
